Florence, October 30,31, and November 1,2,3, 1985

ABSTRACT: As a rival project to the general motion, the 31st Congress of the Radical Party also approves a resolution presented by Marco Pannella. (Resolutions are a type of document that, beginning in 1982, sometimes accompanied the general motion.) In view of the impossibility of exercising democratic rights, the resolution decides that in a year's time a project for the dissolving the activity of the Radical Party will be presented to the next Congress. It is not a matter of an exasperated feeling of being victimised or of a maximalist push, but of reactivating the awareness that the Radicals' political battles cannot be reduced to simple self-conservation and must be accompanied by the fulfilled laicization and democratisation of Italian political life.

RESOLUTION APPROVED BY THE 32nd CONGRESS OF THE PR

The 31st Federal Congress of the Radical Party, meeting in Florence, October 30, 31 and November 1,2,3, 1985 in the thirtieth year of its foundation, seeing that for it as well as the common citizen of the Republic there is lacking:

a) elementary Constitutional guarantees;

b) all certainty of legal rights;

c) the equality of all citizens before the law;

d) the rights contained in articles 21 and 49 of the Constitution and the European Convention on Human Rights concerning freedom of opinion, of expression, and of political organisation;

e) respect for and application of the norms that regulate the democratic processes and the dialectics of the institutions, and that guarantee the correct democratic processes that form the will and the choices attributed to popular suffrage;

f) defence against the violence of those who, on the highest levels within the organisation of information and communication services, have realised and are realising the subversion of republican order with the perpetuation of very grave crimes of association known to all; and this with the systematic refusal of the exercise of jurisprudential activity;

g) the right to an image and an identity of one's own, essential aspects of life itself, a right that is practically nullified by the judicial order that violates the law by practising an illegitimate usage in place of the rapid trials that the doctrines and norms of our legal codes consider absolutely necessary for truth and justice;

ascertains, denounces and proclaims the consequent impossibility of exercising democratic rights and the continuation of its activities in these conditions except by being willing to make the party's values, ideals and objectives appear democratically minor or marginal and at the same time legitimating the anti-democratic process and its results, in which one participates;

thus entrusts a mandate to the statutory organs to propose to the next extraordinary Congress a project for the dissolution of the party's activities. The 31st Congress thus establishes a year as the time beyond which one would pass from a reply suitable for striking at the violence to which one is submitted to a bankrupt co-existence with the regime and those who represent the "values" of injustice, violence, and anti-democracy. For this reason too, let it be a year of exceptional commitment for all.
