ABSTRACT: After the success of the campaign for "ten thousand members", the Congress gives itself another ambitious project: to transform the PR into a transnational political body. The motion of the XXXIInd Congress for the first time affirms that the Radical Party must no longer be an exclusively Italian organisation.

Another novelty is the proposal for a reform of the Italian electoral system in an Anglo-Saxon direction in order to bring about political reform.

The Congress confirms Giovanni Negri as Secretary and Giuseppe Calderisi as Treasurer.

GENERAL MOTION

The XXXIInd Congress of the Radical Party, second session, held in Rome on February 26,27,28, and March 1, 1987,

having heard the reports of the Secretary and the Treasurer, approves both of them with regard to the budget and the proposals they contain, and underlines in particular the following points that it entrusts to the responsibility and the commitment of the party organs:

1) the investment of financial, organisational, and membership resources needed to attain, before the next oordinary Congress in November, the objective of several thousand registered members outside Italy so that the premises will be created to make the Radical Party - not only in the proclamation of its ideals, but in its organisation and associations - the international and internationalist party, lay and non-violent, of human rights, of the United States of Europe, of the right to lilfe and the life of legal rights, of the battle against death byh starvation, of the defence of the planet against the attacks on the very balance of the ecosystem;

2) the strengthening of its transpartisan character as a "second party", and as the party primarily of ideas and values, that the Radical Party is ever more assuming thanks to the presence and involvement of many "two-card" members;

3 the need for Italy - and then for Europe - to work out, support, and promote the proposals and initiatives for a radical democratic reform of the political and institutional system by adopting an electoral system along the lines of the Anglo-Saxon one constituency/one candidate type, and for a European federalist reform.

And for what regards the Italian situation in particular:

4) the most intransigent opposition to the premature dissolution of the houses of Parliament which would deny the people the right to vote in referendums on justice and against nuclear energy and would keep Parliament from completing the most complex and important reforms which would then be indefinitely postponed for the nth time;

5) to propose to the lay, Socialist and ecological parties a political and electoral agreement for the next elections that would involve the presentation of separate lists for the Chamber of Deputies and united ones for the Senate by constituting a "Front for Federalist and Republican Reform".

This agreement would include:

a) conferring on the European Parliament the power to constitute a United States of Europe and all other actions necessary for this purpose;

b) immediately proposing to the Parliament a one constituency/ one candidate electoral reform of the Anglo-Saxon type if the Front should manage to win at least 30% of the vote.

The Congress confirms its ecological choices and reiterates its opposition to the construction of new nuclear power plants, the completion of those under construction and the continuing activity of those already in existence.

The Congress, considering that the re-founding of the Radical Party has begun, concludes by giving a mandate to the party Secretary to present to the Federative Council by the end of September a proposal for the reform of the Statute to be submitted to the next Congress.
