ABSTRACT: Confirmation of the objectives for a transnational and transparty refoundation of the Radical Party, and commitment in the referendums concerning the subjects of the justice system and for the assignment of constituent powers to the European Parliament.

The Federal Council of the Radical Party, met in Chianciano on 3,4,5 July 1987,

- POINTS OUT that thanks to the results of the elections of 14 June, a truly new phase for Italian politics has started, so rich in prospects and potentiality as - precisely for this - subjected to the risks and the sudden changes of a partyist equilibrium which is being deeply questioned today. All this occurred also thanks to the Radical Party's electoral result and especially thanks to the radical political initiative of these years. The radical challenge, therefore, must be resumed and enhanced, all the more so in consideration of the results of 14 June;

- CONFIRMS AND UNDERLINES the objectives established by the motion passed by the 32nd Congress, aiming to obtain conditions for a true refoundation of the party in order to make it a transnational party and a transparty, for the democratic reform of our country and the federalist reform in Europe;

- CALLS ON the associations, the groups, radical parliamentarians and democratic citizens to act for the immediate summons and holding of the Italian and European referendums, which are entrusted the full development of the radical policy and which concern, in Italy, the themes of the justice system (committee of inquiry and civil responsibility of the judges) and of nuclear energy as well as, in Italy and in Europe, the calling of consultive referendums on the Spinelli project for the assignment of constituent powers to the European Parliament as of its next direct election in 1989. The summons of the referendums will be pursued both in the institutions and through the constitution of "committees for the victory of the YES in the 5 referendums in October" and for the celebration of the referendum on the European political Union;

- BINDS THE EXECUTIVE ORGANS to open a membership campaign - despite the party's dire financial and organizational situation -outside of Italy and especially in European countries, in order to ensure a credible basis of Italian and non-Italian energies and a greater force for the internationalist federalist hopes and for the struggle for human rights;

- APPOINTS two commissions, so that the Federal Council, the federal Assembly and the members may carry out, on the basis of their preliminary work, an in-depth debate as of September on the themes of the party's statutory and organizational refoundation and of the projects of transnational political initiative, which the Congress scheduled to take place in early November in Bologna will be called to deliberate upon.
