5-9 May 1988ABSTRACT: The Radical Party's federal Council takes note of the absolute inadequacy of the Party's resources, which had been pointed out by the secretary and the treasurer by means of a common report.
The Radical Party's Federal Council, which met in Madrid from 5 to 9 May, taking note of the report drafted by the party's first secretary and treasurer after a particularly broad and exhaustive debate, underlines its extraordinary importance as a means to highlight the party's reality, the serious problems it is faced to and the importance of the objectives it intends to pursue. It acknowledges that the conditions pointed out by the motion of the 34th congress which are vital for the party's activity and very existence cannot be immediately ensured (3000 non-Italian members, 4 billions of self-financing) because the non-Italian members are currently less than 500 and the Italian members are the same as two years ago, when the Party considered such number absolutely insufficient for its existence and because the self-financing amounts to L. 330 million;
considering that from the point of view of the political activity for creation of the United States of Europe the Party has obtained relevant institutional achievements, whereas the basic activity in the collection of signatures for petitions and legislative initiatives are to this moment inadequate and disappointing. Moreover, such activity is limited to Italy only, with rare exceptions such as Belgium;
considering that the transnational activity for the respect of human and civil rights as the reason and the base of politics generally and not just of Radical politics seems to be following a positive trend;
expressing strong criticism toward the party's circumscribed but intolerable organizational malfunctions, which have prevented most members from receiving their membership card and which call for an immediate inquiry on the part of the secretary and the treasurer in order to ascertain the nature and the actual extension of such internal and reparable damages;
passes the report, praising the secretary, the treasurer and the party's executive organs for the report's importance and for its exemplary quality of the report;
deliberates that this report and its essential enclosures be immediately published in Italian; and at least in the party's other official languages within a month.
Moreover, the council deliberates
1) on the basis of the different suggestions for the party's symbols, which were submitted to the council and which were the object of discussion, to charge a committee consisting of Marco Pannella, Sergio Stanzani, Marco Taradash, Paolo Vigevano, Bruno Zevi with the task of establishing the choice of the Party's official symbol until the next congress within a month, after a further graphical elaboration of the proposals examined, and the choice of the other symbols to be used in the Radical Party's political activity;
2) the organization of a convention on the transnational party, according to the proposal advanced by the President, Bruno Zevi, to be held at the beginning of the summer;
3) the creation of a committee for the study and the creation of a project for a magazine of the transnational party. The committee consists of Bruno Zevi (president), Roberto Cicciomessere (secretary), Angiolo Bandinelli, Majid (Andrea Valcarenghi), Marco Pannella and Antonio Stango. The committee shall submit a detailed proposal to the next federal council.
