It was his decision to destroy a third of Bucarest to make room for a "parade avenue" in a country where bread and energy are strictly rationed. For the first time a scandal unknown to the public opinion in the West and in the East has been revealed, at the important Convention promoted in Rome by Radicals and the International Helsinki Federation. Particular attention has been drawn to the operation destroying dozens and dozens of villages and small urban centres, in accordance with the wishes of the Romanian dictator. The result has been the sudden and violent uprooting, the whole-scale actual deportation of hundreds of thousands of people for the most part belonging to such ethnic minorities as the Hungarians or germans. A bloodthirsty dictator, head of the worst regime among the Warsaw Pact countries, and which the Radicals have decided to violently oppose.
