Motion approved by the Federal Council of the radical party, Rome 1st-5th September 1989.
Presented by Marco Pannella and other 40 people who signed it.

ABSTRACT: Motion approved on September 5th, 1989 by the Radical Party's Federal Council with 52 votes in favour, 4 against and 3 abstentions. Urges the execution of the decisions laid down in the motion approved by the Budapest Congress (22nd-26th April 1989) which "assigned all statutory powers to the First Secretary, the Treasurer and the Presidents of both the Party and the Federal Council".

THE FEDERAL COUNCIL

APPROVES the reports of the Secretary and the Treasurer which document with extraordinary thoroughness the current situation, idealistic and political force of the Radicals, the enormous difficulty of guaranteeing, in full and normal operations, a consistent and adequate Party organisation, after the annulling of the certainty of right, respect for Republican legality, effectively democratic politics, respect of the right and the rights by the party system, particularly in Italy, deprived the Radical Party of the very possibility of existing in accordance with both public and internal statutory right.

AFFIRMS that the current objective of all Radicals is that of being able to mobilise in absolute liberty, also individual, in the interests of creating and affirming that vast, new, non-violent transnational Radical Party which would guarantee human and political rights, the life of right and the right to life, giving political form and strength to environmentalist humanism with a political means which prefigures in its very structure and rules--as the Radical Party has done for decades--its own values;

STATES that the great yearning for freedom, rights and tolerance of those who have suffered under the dictatorship and criminality of real Communism, and suffer still its consequences, will find also in the official policies of the real democracies the betrayal of those values which would be legitimised by world leadership;

COMMITS the Party to strongly favour (as far as that is possible and compatible with its Italian ties which are for the present practically its exclusive source of resources for the Party), campaigns for rights, freedom, tolerance, the United States of Europe, in the Eastern European countries--and in particular in the USSR, Hungary, Poland, as well as in Yugoslavia

TAKES NOTE of the fact that up until now the procedure set down by the Congress in Budapest has not yet been put into action, even in the face of the obvious and rapid progress of that anti-democratic reaction which was foreseen and denounced, and its consequences;

REJECTS with indignation the accusation of voluntary liquidation as the foundation of the Congress' decision and confirms with pride the extremely high moral level and civil and political wisdom which characterises it, at the level of the best and most characteristic demonstrations of Radical precision and innovativeness;

ADDRESSES an appeal to all democrats to commit themselves--also formally--to supporting the Radical Party's campaign, which remains and becomes even more, essential and necessary.
