Notizie RadicaliABSTRACT: Some names, some very brief outlines of political cases, a new transnational initiative on the part of the Radicals. They are the names and cases of the most important Czechoslovakian dissidents detained in prison or about to be imprisoned - or, in most cases, to return there.
You will find the addresses of the penitentiaries in which they are kept; or else the private addresses of those who are "simply" about to return there. The readers of Notizie Radicali are invited, if they wish, to participate, organize and promote this initiative, to send, and invite others to send, letters for each of these cases, not only to the opponents of the regime, but also to the Secretary of the Czechoslovakian Communist Party and to the President of the Council of their country.

Jan CARNOGURSKY
Born on the 1st of January 1944, lawyer. Worked as an agricultural workman. Catholic activist. Arrested (together with Miroslav Kusy, Anton Selecky and Hana Ponicka) on the 18th of October 1988, charged with inciting a rebellion against the Republic.
The charges against Carnogursky and Kusy have been modified twice; at present the charge is once again the original one, which provides for up to three years of imprisonment. Carnogursky is accused of having published articles on the independent newspaper "Bratislavské Listy", which he is the publisher of. Among the charges against Carnogursky and Kusy there are also the letters they sent to the authorities on the 4th of October 1989: in the first one they refer to the invasion of '68 and express their resolve to commemorate those who were killed in Slovakia in that period. Carnogursky sent this letter but did not sign it; Kusy on the other hand signed it together with other four people.
The second letter was sent by Carnogursky and by other four people and not by Kusy. It refers to a commemoration of the people killed during the national Slovakian upheaval of 1944. The trial should take place within the end of November.

Petr CIBULKA
Born on the 27th of October 1953. Workman. Brno native. Signer of the Carta 77, member of the VONS, of the Jazz Section and of other independent groups. Independent publisher. Arrested on the 14th of October 1988. After several changes in the charges, he is presently accused of inciting a rebellion against the Republic for having distributed the periodical "Information of Carta 77" of September '88 containing the text of a petition (prepared by Ivan Jirous and Jan Tichy) drawing the attention of the authorities on their responsibilities in the death in prison of Pavel Wonka. Cibulka is also accused of having distributed "Lidové Noviny" and a great number of non-official music cassettes. For this reason the charge of unauthorized trade and speculation was added to the main charge, which is punished with 3 to 10 years of imprisonment. Cibulka has already been arrested three times, and spent a total of 4 years in prison: he had been sentenced for having distributed non-official cultural and musical material.

Stanislav DEVATY
Born on the 8th of June 1952, employee in Slusovice, was fired in 1988 after having been elected spokesman of Carta 77. Member of the VONS, co-founder of the SPUSA and member of different other independent groups and committees. Arrested on the 16th of March 1989 and accused of "incitement", for the role he played in the preparation of the petition promoted by the SPUSA in December 1988, petition requesting democracy measures and which was signed by 430 people. Subsequently he was incriminated for having sent a letter to the authorities on the 3rd of February in which he solicited an urgent reply to the petition. The letter was read by Radio Free Europe. Devaty immediately started a hunger strike; after 30 days he was released. Two weeks later, on the 1st of May, he was once again arrested and started a new hunger strike. He was released after 20 days. On the 29th of August he was condemned by the District Tribunal of Gottwaldov, in Moravia, to 20 months of imprisonment for "fostering a revolt", in spite of
the fact that no evidence was produce by the accusing part. This violation of the same Czechoslovakian law induced Carta 77 and the VONS to send an appeal on the 31st of August 1989 to many European governments. In October Devaty became an absconder: he had been summoned for the appeal trial in Brno, but he sent the judge a letter (handed in by Jana Petrova of the "Independent Association for Peace"), in which he explained the reasons for his decision. He is still an absconder.
Pter HAUPMANN
Born on the 7th of August 1946. Customs employee. Migrated to the Federal republic of Germany in 1986. After two months he came back because one of the members of his family was seriously ill. The Czechoslovakian Embassy had guarantied that he would not have been arrested. Instead he was arrested on the 12th of September 1983, and on the 9th of February 1984 was sentenced to 10 years of extremely harsh imprisonment under the charge of espionage and for having left the Republic. He was accused of having passed confidential information concerning his previous job to the authorities of the Federal Republic of Germany; but Haupmann job never allowed him to have access to state secrets. He is detained in the Minkowice work camp. His detention should end on the 12th of September 1993.

Ivan JIROUS
Born on the 23rd of October 1944. Art historian, journalist and poet. Signer of Carta 77 and member of the VONS, he is one of the leaders of the underground culture. Already arrested 4 times in the past, he spent a total of 7 and a half years in prison. He was arrested the last time on the 20th of October, under the charge of fostering a revolt against the Republic, for having gathered, together with Jiri Tichy, 271 signatures for a petition which accused the authorities of being responsible for the death of Pavel Wonka in prison. He was sentenced to 16 months of second-rank prison on the 9th of March 1989. He is detained in the prison-camp of Straz pod Ralskem.

Born on the 1st of December 1931. Former university teacher. Signer of Carta 77. Member of the Civil rights movement (HOS), independent journalist. Apart from the same charges against Carnogursky, the accusing part mentions several essays broadcasted on Radio Free Europe.
Ivan MASEK
Engineer, born on the 28th of July 1948. Signer of Carta 77 and member of the coordination committee of HOS: In prison until the past 14th of October. Father of three children, the youngest of whom is 7 months old. His wife does not work, and they are in a dire economic situation. Masek's health conditions are very poor.
Pavel NAUMAN
Engineer, born on the 21st of April 1937, signer of Carta 77 and member of the coordination committee of the HOS; publisher of "Alternativa", the periodical published by HOS. He is a sympathizer of the Radical Party. Is accused of having created the slogan "Democracy for all".
Renata PANOVA
Born on the 3rd of March 1971. Shop-assistant. Member of "Democratic Initiative" (D.I.). Arrested on the 3rd of October 1989 when, together with Josef Rais, she was handing out pamphlets containing an appeal to take part in the demonstration of the 20th of August. Sentenced on the 18th of August '89 to three months of prison and 2.000 crowns of fine. Renata Panova had already been accused of having participated in the demonstrations of May, during which she had displayed a banner requesting freedom for political prisoners.
Antonin PERNICKY
Born on the 23rd of July 1950. Workman. Arrested on the 23rd of September 1988 on the way home, on the basis of a previous arrest warrant. Accused of having insulted the Czechoslovakian Communist Party at the station of Pardubice, after having been provisionally arrested by the police, and for having expressed contempt for Husak and Stalin. Sentenced to 30 months of extremely harsh imprisonment. For the same charges Pernicky has already spent over 10 years in prison. He is detained in the work camp of Valdice and should be released on the 1st of September 1990.

Roman RAKOSNIK
Conscientious objector. Absconder. Born on the 4th of January 1960. On the basis of article 280 of the penal code he risks a penalty ranging from 6 months to 5 years of imprisonment.
Frantisek STAREK
Born on the 1st of December 1952. Stoker, publisher of the periodicals "Vokno", "Voknoviny", the "Vokno videomagazine" and of the "Vokno" series of books. Arrested on the 23rd of February 1989. After having witnessed several changes of charges against him, he was accused of incitement. He was sentenced to two and a half years of second rank prison on the 26th of June 1989, and to three years of "cautionary surveillance", especially for having published several cartoons on Voknoviny which the authorities did not appreciate. Saterk had already been in prison twice, for a total of three years.

Otakar VEVERKA
Born on the 27th of August 1956. Workman, member of the John Lennon Club for Peace (MKJL), co-publisher of the Jazzstop magazine, member of the community for the friendship with the United States (SPUSA), signer of Carta 77. Arrested on the 16th of January 1989 while attempting, together with representatives of other groups, to place flowers in Venceslao Square to commemorate the anniversary of the sacrifice of Jan Palach. Was sentenced to 12 months of imprisonment on the 22nd of February 1989, under the charge of disturbing public peace and vandalism, and is to serve the penalty in a harsh penitentiary.
He is detained in the work camp in Vinarice, near Kladno.
