The European Parliament,
A. whereas the process of democratic transformation has been particularly difficult in Romania compared with other Eastern European countries,
B. noting with concern the anxieties expressed by many who took part in the Romanian revolution at the number of those who participated in the previous regime who remain in positions of authority at national and local level,
C. believing that the newly formed Council for National Unity is in practice dominated by the former Front for National Salvation,
D. alarmed by the resignation of various non-Communist members of the Front for National Salvation, and he fact that the headquarters of various non-Communist political parties were attacked,
E. whereas the Romanians, like other peoples who have suffered under totalitarian regimes, must enjoy complete freedom to decide their political future, and elect their governments with the same freedom,
F. whereas the economic situation in Romania is catastrophic and is having very adverse effects on living standards and on supplies of basic necessities to the population,
G.whereas the general health situation has suffered from prolonged and serious neglect and whereas a high incidence of AIDS has been detected among the population,
H. having regard to the statements made by the President of the humanitarian organization "Médecins du Monde", to the effect that help is urgently needed on a large scale to check the AIDS epidemic among children in Romania, and alarmed at the results of the survey carried out by the Romanian virologist Ion Patrascu on 1.025 Romanian childeren under 14, which established that 367 of them (28.63%) are HIV positive,
I. aware of the deplorable conditions in Romanian hospitals and mental institutions owing to the neglect, inefficiency and corruption of the Ceausescu dictatorship,
1. Hopes that the wishes of the Romanian people will be allowed free expression in truly democratic elections and expresses its profound desire for political agreements between the government and the opposition parties to be consolidated and improved so as to guarantee the smooth operation of a democratic electoral process and the establishment of a genuine multi-party system;
2. Calls on the Commission and the Ministers meeting in political cooperation to impress on the Council for National Unity that the satisfactory development of relations with the EC and its Member States depends on the holding of genuinely free elections, following a campaign in which all parties have access to the media;
3. Urges the Council, the Governments of the Member States, regional authorities, humanitarian institutions and the Commission to provide special aid for Romania, particularly in the form of food, medicine and medical equipment essential to the survival of a population reduced to misery and for the prevention, early detection, diagnosis and urgent treatment of possible AIDS cases and a general improvement in the chaotic situation of the health sector;
4. Urges the Interparliamentary Delegation for Romania and Bulgaria to make an official visit to Romania to demonstrate support for the democratic process and for humanitarian aid;
5. Calls on the Commission to report at Parliament's next part-session on the decisions and action it has taken;
6. Instructs its President to forward this resolution to the Council and the Commission.
