by Mr MELANDRI, Mr BETTINI and Mrs AGLIETTA on behalf of the Green Group on the situation in SomaliaABSTRACT: in relation to the slaughter of community citizens, to the constant violations of human rights, to the massacre enacted against the people of Somalia at Mogadishu stadium, the international commission is requested to shed light on these terrible events; to operate in the direction of a total isolation of the regime; to immediately freeze any form of economic and cooperation toward Somalia until the democratic freedoms of the country are restored, and to conduct a complete embargo of the weapons sale toward the regime of Siad Barre.
The European Parliament,
A. having regard to the policy of repressing the individual liberties and rights of the various ethnic groups pursued by the Somali Government of Siad Barre beginning in the 70s with the forced settlement of the nomadic tribes of the Ogaden,
B. whereas Articles 5 of the Fourth Lomé Convention commits signatory countries such as Somalia to respect human rights as a basic factor for a correct policy of material and democratic development to be pursued in those countries,
C. whereas Siad Barre has ordered the imprisonment of dozens of opponents of the regime who made a public appeal to General Barre on 15 May to embark on a democratic process that would guarantee the foundamental rights of the Somali people,
D. having regard to the recent barbaric murder of Giuseppe Salvo, an Italian foreign aid worker beaten to death by government agent in the Somali army whose involvement the Somali government initially denied,
E. having regard to the further unacceptable murder of a German technician with the FRG national airline and the molestation of women, also by sections of the Somali army, which exemplifies the gratuitous brutality which circles close to the regime can employ without being prosecuted,
F. having regard to the terrible massacre on Saturday 7 July when, during a sport event at Mogadishu stadium, the Somali police fired indiscriminately on an unarmed crowd opposed to General Barre, leaving dozens of dead and hundreds of wounded, without the slightest respect for human rights,
G. whereas, as early as 14 July 1989, the government was guilty of the massacre in the indiscriminate arrest made by police, especially among the ranks of Muslin leaders, the day after the assassination of Monsignor Colombo,
H. whereas General Barre, pursing his dictatorial policy, has unilaterally interrupted the minimum process of democratization which he undertook to embrak on in international circles, and has refused to draw up a new constitution,
1. roundly condemns the murders of the above Community citizens, protests strongly at the constant violations of human rights in the country and calls for light to be shed on these tragic events by international committees of enquiry,
2. expresses horror at the massacre of the Somali people in the Mogadishu stadium and here calls for an international committee to shed light on the terribles events,
3. calls on the Member States to urge international bodies to bring about the total isolation of the regime and invites General Barre, who is utterly unable to control the state of tension in country, to step aside in order to allow a process of national reconciliation with the opposition on the "Manifesto of 112" last May to agree on the democratic reforms but never implemented by Barre,
4. calls on the Commission immediately to freeze all forms of aid provided for in Lomé IV at least until format and substantial guarantees are obtained that respect for human rights and democratic freedoms will be taken into consideration by the government authorities responsible,
5. calls on the Commission, the Council and the Member States to suspend all economic aid and scientific and technological cooperation with Somalia until democratic freedoms are restored in the country,
6. calls on the Commission, the Council and the Member States to impose a total embargo on arms sales to the Barre regime,
7. calls on the Foreign Ministers meeting in European Political Cooperation to do everything in their power to induce the Siad Barre regime to guarantee the proper functioning of institutional and democratic dynamics in Somalia,
8. instruct its President to forward this resolution to the Council, the Commission, the Ministers of Foreign Affairs meeting in EPC, the governments of the Member States, the Somali Government and the members of the opposition to the Somali Government.
