ABSTRACT: The motion presented by the members of Parliament of the European Federalist Group and by the Green Parliamentary Group on the Gulf crisis. It commits the government to address an appeal to the United Nations in order to "immediately prepare and implement a major information campaign aimed at the Iraqi, Arab and international public opinion, with all the means made available by modern technology and the power of the forces deployed in defence of the law and of peace, of the U.N.'s resolutions and of Kuwait's independence", "an offensive that must be implemented with uttermost determination at the most suitable and adequate moment, before passing to the use of military force".

The Chamber of Deputies
acknowledging with deep apprehension, distress and indignation that the occurrence of the conditions established by the U.N. for the passage to the use of military force against Iraq's persisting criminal occupation and savage pillage of Kuwait is imminent;
acknowledging that the Iraqi regime continues to commit atrocities of all kinds: the murder and torture of thousands of people, the preparation of a terrorist campaign throughout the world, which will predictably be of unprecedented proportions and gravity, given that all the major terrorist organizations are hosted, organized, fostered and sustained in Baghdad, and that the announcement of their activity is used as a means for blackmail; a hatred, threat and misinformation campaign aimed at the international, Arab and especially the Iraqi public opinion;
solemnly stating that the populations of that country must be considered the first casualties of the criminal nature and action of the Iraqi regime, having been systematically a target for violence, misinformation, warfare and oppression for two decades, and that the democratic governments have extremely serious responsibilities for never having drawn any consequence from these violations of fundamental human rights, on the contrary contributing to reinforce their premises; equally serious are their responsibilities for having fundamentally encouraged Iraq's aggression against Iran also with considerable and systematic armament supplies;
acknowledging that the U.N.'s deliberations and the decisions taken by the governments, and first of all the U.S. government, in fulfilment, observance or support of these deliberations, have to this moment ensured the containment and the block of the Iraqi regime's criminal strategy of violence, and hence expressing deeply-felt gratitude to the hundreds of thousands of young soldiers who are on the verge of risking their life and other people's lives to uphold the law and at least a minimum of international order based on it;
expressing its solidarity also to the population of Kuwait, who has the legitimate right to expect both a liberation from the troops that are occupying it and oppressing it in the most barbarous manner, and the achievement of the democratic rights it has been denied to this moment;
denouncing the comparison between the Iraqi regime and the Israeli regime as vile, irresponsible, demagogic and patently untruthful, without for this reason attributing solidarity, warrants or justifications of any sort to the policy currently applied by the Shamir Government, both in the occupied territories and in Israel itself;
commits the Government
- to operate in order for all the national, EEC and U.N.-system authorities to develop, with extreme urgency and determination, adequate initiatives aimed at achieving and ensuring human, civil and political rights in all the countries of the Middle East, and first of all individual rights, deeming it unacceptable for the citizens of the Arab world of this region to continue to be oppressed, almost without exceptions, by totalitarian and dictatorial regimes, which, despite undeniable differences, all share such character of dictatorship;
- to urge all the leading classes and the governments concerned to accept this important political priority and, in such disposition, the suggestion of a Conference for the assertion of human rights, cooperation and security in the Middle East and in the Mediterranean area;
advocates
a similar commitment on the part of all the major religious Institutions, humanitarian organizations, national and international democratic and peaceful political organizations.
Having acknowledged, stated, denounced and established the above, commits the Government
TO ADDRESS A SOLEMN AND URGENT APPEAL TO ALL THE DEMOCRATIC GOVERNMENTS OF THE WORLD, TO THE ASSEMBLY, TO THE SECURITY COUNCIL, TO THE U.N. SECRETARY-GENERAL, IN ORDER TO:
1) IMMEDIATELY PREPARE AND IMPLEMENT A MAJOR INFORMATION OFFENSIVE AIMED AT THE IRAQI, ARAB AND INTERNATIONAL PUBLIC OPINION, WITH ALL THE MEANS MADE AVAILABLE BY MODERN TECHNOLOGY AND THE POWER OF THE FORCES DEPLOYED IN DEFENCE OF THE LAW AND OF PEACE, OF THE U.N.'S RESOLUTIONS AND OF KUWAIT'S INDEPENDENCE, WITH THE USE OF THE POWERFUL NON-VIOLENT WEAPONS CONSISTING IN THE PRONOUNCEMENT OF THE TRUTH, THE DENUNCIATION OF PAST, PRESENT AND PLANNED CRIMES - INCLUDING WARFARE, MASSACRES AND OPPRESSION IN IRAQ ITSELF - DENOUNCING, IN OTHER WORDS, THE TRUE NATURE OF THE REGIME OF BAGHDAD AND OF ITS LEADER; A MAJOR INFORMATION OFFENSIVE ENABLING THE VICTIMS AND THE FORCES OF THE IRAQI AND GENERALLY THE ARAB DISSENT TO SPEAK OUT AGAINST THE DICTATOR, DISPLAYING AND PRACTISING SOLIDARITY TOWARD THE IRAQI PEOPLE, MAKING IT CLEAR THAT SADDAM HUSSEIN'S POLITICAL AND FINAL DEFEAT WOULD REPRESENT A LIBERATION FOR IT TOO, SHOULD HE FAIL TO ACCEPT THE U.N'S ORDERS; AN OFFENSIVE THAT MUST BE IMPLEMENTED WITH THE UTTERMOST D
ETERMINATION AT THE MOST SUITABLE AND ADEQUATE MOMENT, BEFORE PASSING TO THE USE OF MILITARY FORCE;
2) IN THE CONTEXT OF THIS PLAN AND WITH THE PURPOSE OF PROMOTING SUCH CAMPAIGN FOR A NON-VIOLENT ATTACK, AIMED AT DESTABILIZING THE DICTATORIAL AND CRIMINAL VIOLENCE OF THE IRAQI REGIME, DEVELOP AND ENFORCE UNILATERAL INITIATIVES (FOR EXAMPLE: THE SUSPENSION OF THE SCHEDULED FURTHER SHIPMENT OF ARMAMENTS AND MILITARY MEANS IN THE AREA, OR THE ANNOUNCEMENT OF THE WITHDRAWAL OF 20% OF THE FORCES ALREADY DEPLOYED, MEASURES CONCEIVED BOTH AS EMBLEMATIC ACTS OF MILITARY DISARMAMENT AND AS INTRINSICALLY SIGNIFICATIVE MEASURES TO DISENGAGE THE RESOURCES NECESSARY TO FINANCE THIS NON-VIOLENT CAMPAIGN);
3) SUGGEST, AS A PART OF THIS PLAN, A MASSIVE SHIPMENT OF MEDICINES, FOOD FOR THE CHILDREN, ASSISTANCE, AS WELL AS A CIRCUMSCRIBED, CONSISTENT AND AIMED INTERRUPTION OF THE EMBARGO IN NON-STRATEGIC SECTORS FOR THE IRAQI GOVERNMENT, PROVIDING AN INTERNATIONAL OR NEUTRAL GUARANTEE TO CONTROL THE DISTRIBUTION AND THE USE ON THE PART OF THE POPULATION OF SUCH AID;
4) GUARANTEE THE ISLAMIC PUBLIC OPINIONS THAT THE INTERNATIONAL CONTINGENTS WILL BE WITHDRAWN FROM ISLAM'S HOLY PLACES AS SOON AS THE IRAQI FORCES DEFINITELY PULL OUT OF KUWAIT, THUS MAKING IT CLEAR THAT THE RESPONSIBILITY FOR THE WITHDRAWAL OR NON WITHDRAWAL OF SUCH FORCES FROM THE SACRED PLACES BELONGS TO SADDAM HUSSEIN;
5) IMMEDIATELY ESTABLISH A SECURITY AND EARLY WARNING SYSTEM, POSSIBLY COORDINATED BY THE UNITED NATIONS, PROMOTED BY ALL THE COUNTRIES WHOSE FORCES ARE PRESENT ON THE MIDDLE EAST FRONT TO PREVENT, CONTROL, POSSIBLY ISOLATE AND NEUTRALIZE ANY ATTEMPT ON THE PART OF IRAQ OR OF AND ANY OTHER SOURCE TO TRIGGER ARMED, TERRORIST OR MILITARY CONFLICT IN ANY PART OF THE WORLD AS A RETALIATION TO THIS PLAN, IN THE EVENT IT WERE ADOPTED.
