ABSTRACT: Europe with its democratic "summits", and its democratically elected institutions without any legislative power, seems to encourage the human and political tragedies of our time, rather than seek to avert them.

Marco Pannella expressed his contempt for the EC's behaviour during the Albanian crisis in a statement he made on 10 August1991, which is printed here.

I express my contempt and scorn of the European Community's shameful behaviour, its betrayal of all the hopes, the promises, the ideals and practical aims of democracy and Europe itself, in dealing with the Albanian crisis, the Yugoslavian crisis, and all the others that are about to explode, which this same Europe with its "democratic" summits and democratically elected institutions without legislative powers encourages rather than seeks to avert.

I am ashamed of being a "European" in this Community which always submits to its nationalistic "leaders" who strive to maintain the paralysis that grips the public institutions. I refuse to call myself - or be called - "European", after the ignoble stance taken by the Community over the fall of the people's democracies and the reunification of Berlin, and towards Colonel Gheddafi, Saddam Hussein, and all the murderers and terrorists in the Middle East - with Syria and Iran leading the field. I declare myself to be a Federalist - European - and a revolutionary whose cause is to shame the EC into action!

The Radical Party formally apologizes to the Albanians who, victims of power games - also played in the West - had to submit to one of the most primitive and cruel dictatorships for forty years and, today, are gathered together in a single vast arena where hunger and desperation dominate the play. We also promise to take up the struggle with you Alabanians - and on your behalf - as soon as possible, holding nothing back for ourselves!
