Engineering graduate, was Central Director of the Finmeccanica (IRI group) in 1979 when he was elected at the Senate of the Republic. Member since 1946 of the leading group of the Italian Student Union (UGI), the organization of lay university students established after World War II which organized, together with the organizations of Catholic and other minority organizations, committees of university students on a local and national basis: President of the UNURI in 1952 and in 1953.
Member of the Italian Liberal Party, he left the part together with the left wing to found the Radical Party.
