GENERAL MOTION PASSED BY THE RADICAL PARTY'S FEDERAL COUNCIL, II SESSION, HELD IN ZAGREB FROM 31 OCTOBER TO 3 NOVEMBER 1991

ABSTRACT: The motion, passed with a single unfavorable vote and one abstention, acknowledges the fulfilment of the project for the constitution of a Transnational Radical Party, and underlines the urgency to enhance its political and parliamentary force through the adhesion of as many parliamentarians, exponents of the political and cultural milieu, as possible. Moreover, the motion stresses the centrality of the Radical Party for the campaigns against party power in Italy, and welcomes the resumption of nonviolent initiatives such as those undertaken by Alexander Kalinin and Marco Pannella, binding the party to support a possible fasting initiative for the affirmation of democracy, peace and freedom in the Republics of former Yugoslavia.

The Radical Party's Federal Council, met in Zagreb from 31 October to 3 November 1991, while Croatia is the victim of a bloody aggression on the part of the federal army of former Yugoslavia, manipulated by coupmongers, Bolshevik, antidemocratic and anti-European generals, allies of the racist and totalitarian policy of the demagogues that rule Serbia, and even more the victim of a European Community which repeats the shameful pages written on the thirties vis-à-vis Nazism, fascism, and communism, and conniving with them;

ACKNOWLEDGES that the project for the achievement of a major transnational and transparty radical Party seems to have successfully entered the executive stage, and that at this point a vast contribution on the part of the Federal Council and of its members, of each and all, and especially of those who are democratically elected as representatives of their respective states or in the European Parliament parliamentarians, has become possible as well as necessary. This extension of the leading capacity of the process for the formation of a new major Radical Party is the result of two sets of reasons:

a) the tragic evidence which is rapidly coming from the conditions of the world, and from the European and Western societies themselves (with the exacerbation of chaos and violence in the very heart of Europe, while an immense part of the world, starting with China, is oppressed by dictatorial regimes) lead to the need for a transnational and transparty political subject capable of foreshadowing and contributing to the construction of a new democratic and tolerant order in the world and in each of its territories;

b) the first results of the distribution of issues No. 1 and 2 of the newspaper "The New Party" to over 50,000 parliamentarians, and the parallel activities started by the Radical Party relative to human and political rights. As a result, several dozen people joined the Radical Party in a period of a few weeks: government officials, members of Parliament and militants, starting with the Prime Minister of the Croatian Republic, Greguric, the Vice President Tomac, the ministers Veselica and Budisa, the President of the Parliament of Kosovo Ramajli, the Commissioner of the European Commission Ripa di Meana, the Italian minister Tognoli, as well as parliamentarians from the Soviet Union, Ukraine, Azerbaijan, Latvia, Rumania, Czechoslovakia, Italy, the European Parliament, and democratic and nonviolent political exponents from twenty countries, including Nobel Prize Corrigan Maguire, the Mothers of the Bastion of Love (BEDEM LIJUBAVI).

The Federal Council

PASSES and endorses the Radical Party's report and budget, presented by the First Secretary Sergio Stanzani and by the Treasurer Paolo Vigevano, together with the President of the Party Emma Bonino and the President of the Federal Council Marco Pannella;

UNDERLINES the urgency to immediately enhance the political and parliamentary force of the Party, both for the general objective we are pursuing and in order to start the membership campaign in early 1992 for the achievement of 50,000 members throughout the world: a target which is vital for the continuation of the existence and the enhancement of the campaigns for the right to life and the life of rights, on all fronts: freedom and peace, environment and demography;

BINDS the organs of the Party and all Radical militants, as well as the members of the Federal Council, to promote the adhesion to the Party, in the next few days, of as many parliamentarians, exponents of the political and cultural milieu, as possible, thus enabling the democratic parliamentarians of the world to know that hundreds of their colleagues have already taken the occasion to create together a transnational and transparty political subject, based on Gandhian nonviolence and on civil, human and political rights, as a base and a means to build a new democratic world order for the peoples of the earth;

UNDERLINES the confirmation of the centrality of the Radical party for the democratic battles against the Italian party power, despite the widespread ostracism, disinformation, uncertainty of the rule of law, corruption and violence, thanks to the force and to the generous determination of slightly over 30,000 members, whom the radical Party owes the very possibility of its survival and of its activity in all other countries;

WELCOMES the reprise of nonviolent initiatives in support of the democratic and institutional campaigns, especially together with the Russian comrades of the Mossoviet, upon the initiative of our friend Alexander Kalinin, as well as the initiative of Marco Pannella for the safeguard of the rule of law and of the rights of the peoples of former Yugoslavia;

BINDS every militant, every member of the Federal Council, the Party at large, to support all the fasting initiatives which militants from many parliaments have announced for the affirmation of democracy, of freedom, of peace, and in defence of the democratic Republics of former Yugoslavia, especially of Croatia, and for the fundamental rights of Kosovo, which is harassed by the aggression of the coupmongers and by the racist policy of the Serbian government, and by the blind and vile policy of Europe, which is paying no more than lip service to the lofty values of freedom and tolerance.
