The undersigned European citizens,
with reference to
the Charter of the United Nations, the last Act of Helsinki, the Charter of Paris, the universal Declaration of Human Rights and especially the Geneva Convention on the treatment of prisoners of war, undersigned by the parties in question and by the ex-federation of Yugoslavia;
given
the many reports on the situation in ex-Yugoslavia, drawn up by international organizations such as Amnesty International and Helsinki Watch, the accounts collected by the CRI and various organs of information;
given
the large number of victims, injured and tortured, the precarious and degrading living conditions of thousands of people, that have been denounced in prison camps in Serbia and especially in Vojvodina;
given
that similar cases exist, though to a lesser extent, in some prison camps in Croatia;
given
the agreement on the exchange of prisoners, signed by representatives of the Federal Army and the Croatian government, in the presence of EC observers, on 8 November 1991, reconfirmed several times and based on the principle of the gobal and simultaneous exchange of all prisoners;
also given
the continuing detentions and violations, despite the official truce since January 1992 and despite the presence of the UN Peace Force;
ASK
The Secretary General of the United Nations
to activate all the appropriate bodies, starting with the UNPROFORM forces already deployed in Serbia, Bosnia and Croatia, with the aim of intervening to obtain the immediate release of all civilian prisoners, and the guarantee of a trial and decent living conditions for military prisoners;
to guard that the same situation is not repeated and does not become more serious with the arrival of new prisoners as a result of the conlict in Bosnia Herzegovina;

to form and send a delegation of members of the European Parliament and a delegation of EC officials to:
visit the prisoners in the various camps in the two Republics to check the conditions and the current number of prisoners;
to urge and check the application of the above-mentioned principle of "global exchange" and offer the interested parties their services for the effective release of all prisoners.
INVITE
The Presidents of the Republics of Croatia, Bosnia Herzegovina and Serbia and the Commander-in-Chief of the Federal Army:
to urge the intervention of international organizations and the sending of a European delegation at the Hague Peace Conference;
to take all the necessary measures to facilitate the work of the delegation.
