SOMALIA: INTERPELLATION INTRODUCED BY THE EUROPEAN FEDERALIST GROUP

ABSTRACT: If the war continues in Somalia, five million people will risk dying of starvation. The ongoing conflict makes it practically impossible for other countries to supply any humanitarian aid, while the U.N. does seem to grasp the gravity of the situation. By means of an interpellation, the parliamentarians of the Lista Pannella - first signatory Emma Bonino - ask the Italian Prime Minister, Giuliano Amato, and the Minister for Foreign Affairs, Emilio Colombo, to urge the United Nations "to adopt measure adequate to the gravity of the situation in Somalia. The constant violation of human rights, and the ongoing genocide - write the authors of the interpellation - enable and force the U.N. Security Council to enact an extraordinary intervention in that country to compensate for the dissolved state powers. The territory of Somalia could be subjected to a form of transitional administration, for the time necessary for the pacification of the country, for the achievement of urgent humanitarian intervention

s and to start the construction of a state administration as well as of democratic institutions."

We the undersigned ask to interpellate the President of the Council of Ministers and the Minister for Foreign Affairs, to know - granted that:

- according to the United Nations observers, about 5 million Somalians risk dying of starvation if the war does not cease, and failing an extraordinary intervention on the part of the international community;

- the ruinous cooperation policy enacted by the Italian government, which has enabled the dissipation on the part of the regime of Siad Barre of huge amounts of aid, and which has in no way supported the development of a leading class capable of administering a peaceful process of evolution toward a democratic system, has a relevant part of the responsibilities for the current situation in Somalia;

- the distribution of food aid is seriously hindered by the ongoing conflict among the various factions;

- the dissolution of the Somali state, the constant and serious violation of the fundamental human rights and the ongoing genocide against the population of Somalia call for and enable the adoption on the part of the United Nations Security Council of extraordinary initiatives to compensate for the dissolved state powers - :

which initiatives he intends to take to urge the adoption on the part of the United Nations Security Council of extraordinary interventions adequate to the gravity of the situation and capable of imposing the suspension of the ongoing conflict, such as:

- the subjection of the Somali territory to a form of transitional administration, for the time strictly necessary for the pacification of the country, the achievement of urgent humanitarian interventions and the opening of a process of construction of a state administration, as well as of democratic institutions;

- the simultaneous summons of a peace conference, leading to the formation of a credible and reliable transitional government and to the creation of an Administration and of new democratic institutions;

which responsibilities he intends to assume in the context of the aforementioned international initiatives.
