THE FOREIGN AFFAIRS COMMITTEE APPROVES THE RECOGNITION OF MACEDONIA - THE TEXT OF THE RESOLUTIONS

ABSTRACT: The text of the two resolutions (introduced by deputies of the Lista Pannella, the Dc, the Pds, the Psi and the Greens) that bind the Italian government "to recognize the Republic of Macedonia unilaterally or in agreement with other governments" approved by the Chamber Foreign Affairs Committee on December 17th, 1992, against the will of the Italian foreign minister. The resolutions also bind the government to urge the immediate despatch of UN observers to preserve the territorial integrity, independence and peace of the populations and of the territory of Macedonia.

RESOLUTION N. 7-00051

The 3rd Committee,

considering that:

Greece has several times during this year carried out military manoeuvres concluded a few kilometres away from the borders of the Republic of Macedonia, and that it continues to carry out repeated violations of its air space;

oil supplies regularly bought by the Republic of Macedonia have been blocked in the port of Tessaloniki, with serious damages for the Macedonian companies whose reserves will last only a few days;

the Greek foreign minister has made it clearly understood that these measures of intimidation would automatically cease if the Republic of Macedonia changed name;

that according to the Badinter report on the minimum requirements for the international recognition of the Republics of former Yugoslavia, Macedonia is the one that best meets these requirements, namely as far as human rights and the rights of minorities are concerned;

that other states, including Poland, Bulgaria, Russia, Croatia and Slovenia have already recognized Macedonia,

binds the Government

to urge the European Community, the CSCE and the UN to adopt measures against Greece to urge it to cease violating the international treaties on free trade and the agreements on the deployment of military forces at the borders with other States. Binds the Italian government to recognize the Republic of Macedonia unilaterally or in agreement with other governments in order to avert possible military accidents and thwart Greece's claims.

RESOLUTION N. 7-00085

The 3rd Foreign Affairs Committee,

considering:

that the wars under way in ex Yugoslavia due to ethnic reasons and to conflicts among states, show no sign of abating;

that Macedonia is at present the only Republic of former Yugoslavia (with the exception of the New Federation) which has still not obtained international recognition;

that this ill-defined status is a source of instability, both internal (ethnic tension is arising) and external (pressure groups of the neighboring countries insist on their respective governments, expressing territorial claims) to the point that, while Macedonia has so far been spared by the conflicts, there are growing signs of a military escalation which could affect its territories;

that Macedonia evidently has trouble facing the dire economic crisis, and is suffering the negative effects of the UN embargo on Serbia and that it is unable to access the credits of the World Bank, of the International Monetary Fund and of the Bank for the Reconstruction and Development of Eastern Europe;

that Macedonia meets the requirements of democracy, respect of human rights, of civil liberties, and protection of the minorities requested by the European Community:

recalling:

article 2 of the Charter of the United Nations, which establishes that the States "must solve their international controversies with peaceful means" and to "refrain from the threat and the use of forces in their international relations";

principles 7 and 8 of the Helsinki Final Act, under which the States pledge to respect human rights and the peoples' right to self-determination;

the Declaration on peoples' right to peace, adopted by the United Nations on November 12th, 1984, which solemnly proclaims that "the peoples of our planet have a sacred right to peace" and that as a consequence "preserving peoples' right to peace and promotion of its achievement are a fundamental obligation of each State";

considering that the EEC Commission remarked that some months ago the "Badinter Committee" had expressed itself in favour of recognizing Slovenia and Macedonia,

binds the Government:

to operate in all international fora, namely in the EEC, to achieve a prompt recognition of Macedonia, linking such recognition to the absolute respect of the current borders of all the neighboring nations;

to urge the immediate dispatch of UN observers with the task of preserving the territorial integrity, independence and peace of the populations and of the territory of Macedonia;

to support, in the international fora, the request expressed by the President of Macedonia Gligorov to send units of blue helmets to Macedonia with the purpose of preventing the ever-imminent danger of an expansion of the conflict;

to invite the president of Macedonia and the representatives of the Government of Skopje to a visit in Italy;

to immediately open an office of representation as other European countries have done, while waiting to open an Embassy.
