ABSTRACT: The approved motion (431 for, 40 against and 13 abstentions) stipulated that if the minimum requirement for the continued existence of the Party (at least 30,000 Italian members or the equivalent in financial contributions) by 28 February 1993, the necessary procedures would be started to liquidate the Party.
If the target was reached, the elected organs would officially take office no later than 14 June 1993.

The XXXVI Radical Party Congress
held in Rome from 4 to 8 February 1993
considering that the tragedies, the threats and the challenges we are having to face at the end of this century appear to make the organized presence of the nonviolent Transnational Party, in other words, the Radical Party, more and more necessary;
considering that the Radical political initiative has won, and is winning, important recognition in ever widening spheres;
acknowledging that the minimum technical and political requirement for the continued existence and activity of the Party is the enrolment of at least 30,000 Italian members or the equivalent in financial resources obtained from contributions;
considering that the number of members who have joined so far is not equal to one tenth of the above figure;
resolves
that if, by 28 February 1993, the minimum requirement has not been met, bearing in mind the actual amount of time to complete the technicalities, all the procedures necessary for the liquidation of the Party's activities will be set in motion.
In consequence, and for this reason, the Congress,
approving the reports of the Secretary and of the Treasurer and thanking the executive organs for having guaranteed the survival of the Party over the last five years, and in so doing having permitted a new transnational and transdivisional political body to be established,
resolves
a) to adopt the draft Statute presented by the Secretary, the ratification of which will be delegated to the next Congress;
b) to proceed with the election of the Secretary and the Treasurer, as well as the provisional election of 60 members of the General Council, according to the procedure set down in the regulations of the Congress for the election of the Federal Council.
If the above minimum requirement is met
- the elected organs will officially take office in mid-May and, in any case, not later than 15 June '93, with the present organs remaining in office for the interim period;
- for this date, the Secretary will convene an extraordinary meeting of the assembly of parliamentarians and the 60 members elected by the Congress, in order to proceed with the election of the Party President and the other 40 members of the General Council, which having thus been constituted will then elect its own President;
- the Secretary will present to the General Council plans for political initiatives drawn up in full agreement with the outgoing organs;
The Congress further resolves that when the Statute first comes into force:
a) art. 2,4 (Area Congresses) and art. 2,5 (Organizing Committee) will not be put into effect;
b) the members of the General Council will elect their own President;
c) the next Congress will be held 18 months after the statuary organs have assumed their functions.
If the preliminary condition is not met within the specified term,
the outgoing organs - the Secretary and the Treasurer, together with the President of the Federal Council and the President of the Party - will immediately start to wind up the Party according to the procedures laid down in the Italian Civil Code (in art. 36/37/38).
