ABSTRACT: We appeal to all parliamentarians to help us reach the mid-term objective - an Eastern and Western Europe without the death penalty - of our "Campaign".

We would like to undertake various forms of parliamentary action directed at members of the European Community who have still not abolished the death penalty, and further action aimed at a number of the Republics in the Commonwealth of Independent States which are in the process of drawing up new penal codes, and at various countries who are preparing the necessary instruments for the ratification of European Agreements.

We are, therefore, asking all parliamentarians to send us information concerning the death penalty in their respective countries, and more particularly:

- regulations concerning the death penalty provided for by a Constitution, penal code (civil and military) or any special laws;

- how these laws are restricted, for example, in the case of women, minors, mentally-handicapped individuals and old people;

- the ways in which a death sentence is reviewable (via an appeal, free pardon);

- if there are any moratoriums on death sentences or executions currently in progress;

- if any bills have been proposed, or are in the process of being passed, modifying the criminal laws, or if the death penalty has been dealt with in any resolutions, motions or parliamentary agendas (specify content of bills and information on the relevant parliamentary procedure);

- the current position on the signing or ratification of the "International Civil and Political Rights Agreement" and its "2nd Optional Protocol"; the "European Human Rights Agreement" and the "6th Supplementary Protocol";

- if any bills concerning the signing or ratification of the above-mentioned international agreements have been presented or are in the process of being passed.
