Appeal to the United Nations for the constitution of an international tribunal.

We the undersigned,

a) in view of the fact that the international community is threatened by violations of the most elementary rights of peoples and of international humanitarian right, such as war crimes, territorial invasions, terrorism, genocide, and crimes against humanity;

b) in view of the fact that such violations are increasing in the territory of the ex-Yugoslavia;

c) in view of the fact that there is a need for an international instrument of penal sanctions to punish those responsible for such atrocities, subordinating the principle of non-interference in the domestic affairs of individual countries to the respect of dignity and human rights;

d) in view of Resolution 808 of 22/2/1993 of the Security Council of the United Nations, which decided on the creation of an international tribunal to sit judgment on those thought to be responsible for the serious violations of international humanitarian rights that have been committed in the territory of the ex-Yugoslavia since 1991, requiring the Secretary General to submit a project for the application of the Resolution within 60 days.

We solemnly appeal that the Security Council of the United Nations,

having received the project presented by the Secretary General, should decide immediately on the constitution, the composition, the mandate and the duties of the tribunal;

should immediately undertake preliminary investigations to identify those thought to be responsible and to acquire all the evidence necessary for the immediate commencement of trials;

should institutionalize the international tribunal.

On our part we undertake to present a Resolution in our respective parliaments obliging our governments to support these proposals within the United Nations and ensure their immediate application.
