The prophecies of a member of the High Council of the Judiciary
ABSTRACT: A pessimistic outlook on the fate of the Republic, which will suffer "the most serious blow, also for its constitutional structure" unless there is a change in course and unless terrorism and organized crime are fought against "through a firm, efficient and civilized reply, as it is appropriate for a free population", instead of with "special laws...the testimonies of the criminals turned state's evidence...and the maxi-trials".

...If things continue in the direction taken with the special laws, in the bloodstained years of terrorism, with the method of resorting to ex criminals turned state's evidence, with the dragnets, the maxi-trials for associative crimes, and when the problems of this approach will emerge clearly, when the country will be placed in front of some huge mistake to the detriment of some modern plague-spreader, tortured with modern systems of preventive custody and endless imprisonment [...] then not only the men of the regime will advocate more control, obstacles and justifications for the judges [...]. The political class, which is responsible for the poor legislation of these recent years, incapable of providing a firm, efficient and civilized reply, as appropriate for a free people, to terrorism and organized crime, will be only too glad to rid itself of its responsibilities and at the same time to seek the missing ring of an outlawed regime. This Republic, which has proven incapable of a full application of it
s Constitution, and which has allowed its institutions to be gradually overwhelmed by illegal institutions, will suffer, as a consequence of the crisis of the safeguard of the rights and of its citizens, the severest blow, also for its institutional structure.
