Our campaign includes the introduction of bills or resolutions aiming to abolish capital punishment in the States that maintain it. It is important to gather not only information, but also the copy of the texts of the bills in force and of the draft bills of the country you decide to adopt. It may be useful to know the names of the rapporteurs and of the first signatories of the bills and of the presidents of the competent commissions.
You will also need the following information:
. laws relative to capital punishment provided by the
Constitution, the (ordinary and military) penal code or by any
special laws;
. for how many and which crimes it is applied;
. which limitations are envisioned; for instance, against women,
minors, old, etc;
. what are the forms of revision of the capital sentences (appeal,
pardon, etc);
. whether moratoriums are in effect on the sentences or capital
executions;
. whether Parliament is developing proposals to change the penal
rules that concern the death penalty both in an abolitionist
sense and for its reintroduction;
. whether Parliament is developing proposals for the ratification
of the International Conventions, namely of "International
Convention on Civil and Political Rights" and relative "Second
optional Protocol"; "European Convention on Human Rights" and
relative "Sixth Additional Protocol".
