(11) Olivier Dupuis' hunger strike for the international tribunal

ABSTRACT: While a non-violent action is under way in Italy, organized by the Radical Party, and Olivier Dupuis has been on a hunger strike since 12 March (and hundreds of citizens since 21 March) amid the total silence of the press, in other countries, namely Bulgaria, the press gave ample coverage of the Satyagraha.

EUROPEANS UNDERTAKE A HUNGER STRIKE TO OBTAIN A UNIVERSAL MORATORIUM ON THE DEATH PENALTY

European personalities have started a hunger strike to urge the allocation of $33 million for the functioning of the international tribunal for crimes committed in the former Yugoslavia, according to a press release sent by the office in Sofia of the transnational radical party, whose head office is in Rome. The other objective of the members of the organization is to obtain a universal moratorium on the death penalty. The Bulgarian MPs Konstantin Adzharov and Gospodin Atanasov, their Italian colleague Roberto Cicciomessere, the vice president of the European Parliament Maria Magnani Noia, personalities from Georgia, Belgium and Spain, and the director of the prison of the Croatian city of Pozhega started a hunger strike yesterday.

The non-violent protest coincides with the beginning of the meeting of the administration and finance commission of the United Nations, and will continue until the 3rd of April, when, during the March in Rome, the Pope will be presented with a petition containing the requests of the members of the international organization. They hope is that the head of the Catholic Church, during his Easter speech, will refer to these requests.

TWO BULGARIAN MPS ARE ON A HUNGER STRIKE

The Fifth Commission of the United Nations General Assembly (Administration and Finance) met yesterday to decide the allocation of the necessary funds for the functioning of the international tribunal set up in The Hague.

Konstantin Adzharov (independent MP) and Gospodin Atanasov (NSD) joined yesterday the Gandhian non-violent action of the transnational radical party, whereby the UN is asked to include in its budget $33.2 million for the functioning of the international tribunal against crimes committed in the former Yugoslavia., which was established last year. Our members of Parliament are fasting to protest against the delays and indolence, when not the interests, in not prosecuting the authors of the crimes, declared Mrs Darinka Kircheva to l'EXPRESS. The campaign, which was supported by representatives of the transnational party from Italy, Georgia, Belgium, Spain, Russia, Croatia, and the former Yugoslavia, was organized so that the tribunal could become a permanent institution to prosecute crimes against humanity.

THEY ARE ASKING FOR JUSTICE BY FASTING

Sofia - Konstantin Adzharov, MP of the "Independents" group and general councillor of the transnational radical party, is on the top of the list of radicals who started a hunger strike yesterday. They are carrying out a non.violent initiative by requesting the establishment of an international tribunal for crimes committed in the former Yugoslavia and its transformation into a permanent tribunal to prosecute crimes against humanity. The hunger strike started the first day of the meeting of the Fifth UN Commission - Administration and Finance - which they ask to approve the budget of the project.

ANOTHER CHRISTIAN-REPUBLICAN JOINS THE HUNGER STRIKE

Plovdiv - A hunger strike is under way in the context of the "No peace without justice" campaign to urge the institution of a permanent tribunal for crimes against humanity. The initiative was organized by the Rome-based radical party, said yesterday the Christian-republican and transradical Simeon Pavlov. According to him, the MP Konstantin Adzharov will fast today as well. Another MP, also a member of the transnational radical party, Gospodin Atanasov of the NSD, will join him tomorrow. Mr Pavlov intends to leave today for the capital and join the collective hunger strike.

EIGHT BULGARIANS HAVE UNDERTAKEN A HUNGER STRIKE PROMOTED BY THE TRANSRADICAL PARTY

Eight people started a collective hunger strike in turns from Monday, joining the initiative promoted by the transradical party addressed at the Fifth Commission of the United Nations General Assembly (Administration and Finance) which met in New York. The Commission is asked to allocate the funds to guarantee the functioning of a permanent international tribunal for crimes against humanity. Among them are MPs Konstantin Adzharov, Gospodin Atanasov and Sonia Mladenova. "I will fast three days only (i.e. until today, as I promised to do at the beginning", said yesterday Konstantin Adzhadrov during a telephone interview with "Duma".

THE MAYOR OF SARAJEVO HAS LAUNCHED AN APPEAL FOR THE UNIVERSAL MORATORIUM ON THE DEATH PENALTY

Judging and punishing crimes committed in the former Yugoslavia, but without resorting to the death penalty, should be the first step towards the affirmation of the new international law, which must punish every violation of human rights, not just in Bosnia but in any part of the planet, said the mayor of Sarajevo Muhamed Kresevljakovic in an official letter addressed to the mayor of Gorna Oriahovitza, Nikolay Kolev. The letter contains a persona invitation to participate in the Easter March in Rome, organized by the "No peace without justice" committee. The march will take place on April 3rd, in the context of a campaign for the establishment permanent international tribunal for crimes against humanity and for a universal moratorium on capital executions. The co-organizers of the initiative are the transnational radical party in Rome, "Caritas" diocesana, Rome, and the mayor of Rome. In reply to the letter, Mr. Kolev reported to the BTA agency that the public opinion of Gorna Oriahovitza supports the non-vi

olent initiative, but that he personally was unable to participate in the Easter march.

A PROTEST MARCH DURING THE EASTER CELEBRATION IN ROME

The mayor of Gorna Oriahovitza, Nikolai Kolev, has been invited. On April the 3rd people will gather to protest agaibst crimes against humanity and to urge a universal moratorium on the death penalty. The documents on the initiative, called "no peace without justice", have been sent personally by the mayor of Sarajevo, Muhamed Kresevljakovic.

24 PEOPLE STARTED A HUNGER STRIKE TO SUPPORT THE INTERNATIONAL TRIBUNAL

24 people, including 18 women, aged 24-65, started a hunger strike yesterday in Sofia, Varna, Kubrat, Plovdiv and Zlatograd. The hunger strike, which 220 citizens from 17 states participated in, is part of an initiative addressed at the Fifth Commission (Administration and Finance) of the United Nations General Assembly, which meets this week. The initiative urges the members to make a decision on the financing of the ad hoc tribunal for crimes committed in the former Yugoslavia and at the Pope, so that in his Easter speech he may launch an appeal for the establishment of as permanent tribunal against humanity and a moratorium on capital executions.

THE HUNGER STRIKE OF THE BULGARIAN TRANSRADICAL CONTINUES

Plovdiv - Today is the fifth day of the hunger strike of the Bulgarian MPs members of the Italy-based transnational radical party. The politicians insist that the Administration and Finance Commission of the United Nations, which is currently meeting, decide the creation of a permanent tribunal for crimes against humanity. NON-VIOLENT HUNGER STRIKE

Today is the fifth day of the initiative of the transnational radical party, supported by 220 citizens from 17 countries. The non-violent hunger strike began on monday, to coincide with the first day of meeting of the fifth commission of the United Nations General Assembly. The action aims to urge the allocation of funds for the functioning of a permanent tribunal for crimes against humanity. A fax sent to use yesterday informed us that Mr. Yosif Marinov, the mayor of Bobirch, would also take part in the collective hunger strike. We asked him to comment the event:

"It is a matter of principle for me. They wrote to me asking for my opinion, and I said that I supported the initiative for the establishment of such a tribunal. As to the hunger strike, it is not an unusual fact for me. It's not uncommon or me to eat once or twice a month..."

"No peace without justice" is the motto of the campaign that advocates the creation of a permanent international tribunal for crimes against humanity and a universal moratorium of capital executions. Until yesterday, 48 Bulgarian citizens had joined the initiative. HUNGER STRIKE IS EUROPE

The Transnational Radical Party is well known in the world as a party which in its program is concentrate in defending the right for life and the life of right, which brutally clashes in the cases of Bosnia, Kosova and other places.

During this month members of that party and those supporting this initiative began an hunger strike all over Europe, the aim of the initiative is to draw the attention the bigger international institutions to let work the International Court established to judge war crimes in former Yugoslavia. The organization and the activity of the Tribunal are only at the beginning, and it cannot work because of financial problems.

To the hunger hunger strike already gave support people from Italy, Belgium, Bulgaria, Georgia, Croatia, Vojvodina, etc. From Kosova are taking part to it Adem Demaci and Sihana Xhaferi (three days of hunger strike), Agim Morina, editor-in-chief of "Forumi", and the journalist Lulzim Mjeku (two days of hunger strike). The action will continue until the April 3th 1994 so it will be good to be joined by other people.

(*) DUPUIS OLIVIER. (1958). Belgian conscientious objector, surrendered himself to the Belgian justice system and served an 11-month sentence in the prison of Saint Gilles. Worked at the French-speaking edition of "Radical News". Organized and participated in nonviolent and antitotalitarian demonstrations in the countries of Eastern Europe, and was for this reason expelled from Czechoslovakia and Yugoslavia. Currently coordinates the party's activities in Rumania and Hungary. He is now working on the the project on the "New Party".
