JUSTIFICATION VERDICT ON HESSE'S CASE GIVES HOPE TO ALL RUSSIAN DRAFTEES

"At first time after passing the new Russian Constitution in 1993, Mrs Elena Raskevich, judge of Noginsk city court demonstrated to everybody, that state of law is being established in Russia," - just so Nikolaj Khramov, secretary of Anti-militarist Radical Association commented passing of justification verdict on Vadim Hesse's case, speaking in direct air on Radio Ekho Moskvy. Vadim Hesse, member of Radical Party and Anti-militarist Radical Association (ARA) insisted that he cannot fulfil military service on reasons of his convictions which prevent him from holding arms. The court recognized his right fulfilling alternative military service. "The judge doesn't make anything extra-ordinary. She simply followed Constitution of Russian Federation, article 59, part 3 as well as international legal norms, in particular the Universal Declaration of Human Rights, affirming that they have priority. While passing the sentence she applied that norms directly to the Hesse's case," - stressed Mr. Khramov. In a couple o

f days, a brochure "Your Right Not To Go To The Army" should appear from typography, containing detailed instructions on how a person can realize his right not to go to the army, Mr. Khramov reported.
