We undersigned citizens welcome the Russian Federation President's Decree No 722 "On The Transition To The Completing The Staff Of Soldiers And Sergeants Of Armed Forces And Other Troops Of Russian Federation On The Professional Base".

We do hope that this Decree will be implemented within the scheduled terms and that the year 2000 would become the year of realization of a cardinal, long-time awaited and such a necessary military reform.

At the same time we do insist that the supposed abolition of conscription by the 2000 do not diminish the need of a democratic, nondiscriminatory law on alternative civilian service to be passed as soon as possible, since the conscientious objection right is guaranteed to every citizen without any exclusion by the Article 59.3 of Russian Federation Constitution.
