(Moscow, June 10, 1996) - Two activists of ARA - Kirill Giljarov, a 27 years old clerk, and Leonid Evfimjevskij, a 33 years old physician - were detained by militia while collecting signatures under appeal "Abolition Of Conscription By The 2000, Alternative Civilian Service Now!" on the street table installed on Pushkin square. The pretext for detention was "absence of permission to collect signatures on the street table", although there is no need to obtain such a permission according to the law. In 40 minutes or so both activists were released from the militia station. Officer on duty in the militia station told to the secretary of ARA Nikolaj Khramov when he arrived to the station, that "it was just a misunderstanding".
