(Moscow, September 26, 1997) -- As it was already reported earlier, today from 9.00 AM, simultaneously with discussion by members of the State Duma on fate of the position of defence committee chairman, activists of ARA deployed mobile point to collect requests to the Procurator General Mr. Jurij Skuratov about investigation according the law the actions undertaken by general Lev Rokhlin and falling under Art. 279 of Russian Federation Criminal Code (armed rebellion) with reference to the Art. 30 (preparation for committing a crime) and Art. 33 comma 4 (complicity in form of instigation). There is a matter of June's letter by Mr. Rokhlin to the troops which contained in fact an appeal to open disobedience to the President and Supreme Commander.

Just after ARA's activists built the table with box for papers near Duma's main entrance, militiamen detained "for illegal picketing" Vadim Hesse, member of ARA secretariat, and Evgenij Zhuchkin, activist of ARA. In approximately one hour they were released. In 108th militia station where they were brought, nobody incriminated to them any violation, they simple were "identified".

Meanwhile, members of the lower chamber rejected on their proceeding the proposal of "Our Home Is Russia" faction not to violate the inter-faction agreement on distribution of committees within Duma and to shift Lev Rokhlin already expelled from "Our Home Is Russia" from the position of defence committee chairman.

Statement of Nikolaj Khramov, secretary of the ARA:

``There is nothing strange in the fact, that "red commanders" ordering music in Okhotnyj Rjad, have voted by all their four extremities for preservation of one of the key positions in Duma for a person preparing military coup, or at least a person so simplemindedly declaring about it. However, calls for armed rebellion must draw MPs' attention not only in context of inter-faction relations. Procurator General must occupy himself for Rokhlin's case. Before or later, people in Okhotnyj Rjad would be obliged to examine "Rokhlin's personal case" also in a little bit other aspect: they would decide about depriving him parliamentarian immunity and permission for the procurator's office to undertake investigation activity against rebel general. In any case, we will do our best in order to get it as soon as possible. However, if there are on Duma's benches not less than a half hundred of socially closed folks, Rokhlin's colleagues, who successfully and for a long time "drive away from cops"...
