TO THE PRESIDENT OF THE CITY LEGISLATIVE ASSEMBLY OF OBNINSK

I ask You to discuss at a session of the Legislative Assembly of Obninsk the activity carried out by the deputy of the City Assembly Tat'yana Mikhailovna Kotlyar - with her actions she tries to disorganise the work of the City Enlistment Commission and to derange the delivery of the young generation to the troops. Taking refuge in a right- defence activity, Tat'yana Kotlyar systematically breaks down the young people of conscription age both in the city and in the nearby regions, calling them to present to the Enlistment Commission an application for the alternative civilian service. Profiting by the imperfection of the legislation and calling young people and their parents to commit similar actions, deputy Kotlyar keeps fully occupied with a useless work the Court, the Office of Public Prosecutor and the City Military Commissariat. Following her example, in the City there is plenty of "pseudopacifists" which do not want to serve and defend their motherland. Even the son of Tat'yana Milhailovna Neverskaya-Ko

tlyar Dmitrii Anatol'evich, born in 1973, has some "convictions" that do not allow him to serve in "police bodies". The trial of this conscript goes on since 1998 till now.

I consider the activity of the deputy Kotlyar T.M. harmful and not inadmissible because it begets in young people impunity and belief that it is possible to circumvent the law.

Now alcoholism and drug-addiction prosper in the city, therefore, among the young generation there is plenty of theft, gangsterism, serious diseases (AIDS, hepatitis C). That is on what Kotlyar T.M. - as deputy, citizen, mother - should better concentrate her efforts and her oratory talents.
