THE WAR IN THE EX-YUGOSLAVIA DID NOT BEGIN YESTERDAY, BUT EIGHT

YEARS AGO. IN WAS NOT NATO TO UNLEASH IT, BUT THE NATIONALIST-

BOLSHEVIK REGIME OF MILOSEVIC. THE FOREIGN POLICY OF THE

PRIMAKOV GOVERNMENT BETRAYS RUSSIAN NATIONAL INTERESTS

Moscow, March 25 1999.

The military action of NATO for compelling to peace in Kosovo

is a compelled step while Milosevic is refusing a peace

agreement and plainly ignoring the whole world community.

Today the appeals to NATO not to begin the war in the Balkans

seem a cynical hypocrisy. The war in the centre of Europe, in

the ex-Yugoslavia, has been already going on for eight years,

since 1991. Hundreds of civilians killed, cities-martyrs

Vukovar, Osijek, Dubrovnik, Sarajevo, the horror of

Srebrenitsa, this Yugoslav Khatyn'... The main culprit of the

tragedy in the ex-Yugoslavia, of all massacres, destruction,

violence and ethnic purges is well known - it is the Serb

President Slobodan Milosevic and his nationalist-communist

regime. In the late eighties - the early nineties it added to

its armoury the idea of the "Great Serbia" and unleashed

several aggressive wars: first in Slovenia and Croatia, then in

Bosnia, now in Kosovo. Eight years ago the West shut its eyes

to the aggression of the Serb nationalist-communist regime

having repeated in details the logic of Munich: those who did

not want to die for Danzig in 1939, shortly after had to die

for Paris and London, for Calais and El Alamein. If in 1991

Milosevic's policy of aggression and hate were decisively

repulsed, two years later the humanity would not have to

institute the Hague Tribunal for the crimes in the ex-

Yugoslavia.

This policy still goes on. In the present-day situation the

NATO military action is a compelled and, probably, an

inevitable step. However, the West prefers the force of weapon

(alas, used too late) instead of using a much more powerful

weapon of Law and of Right: the Hague Tribunal could officially

incriminate the Serb dictator for the war crimes and the crimes

against the humanity. Milosevic should not sit at the table of

negotiations (where someone is trying to bring him back with

help of Tomahawks), but must be in the dock in the Hague.

As far as our country is concerned, recently we can see a

really chauvinist, anti-Western, militarist bacchanalia. Happy

as children are our generals - finally they can plan in their

head-quarters in Arbatskaya square some "adequate measures

against NATO aggressors" - and this is the most evident

manifestation of this hysteria.

It is sad that the majority of the Russian citizens, made fools

of the goebbels-like television, are dying to defend the Serbs,

"our orthodox Slavonic brothers", forgetting at the same time

both our Slavonic Czech and Polish brothers, who joined NATO,

and the orthodox Greeks and Bulgarians. The nationalist, anti-

Western militarist rhetoric of all leading Russian politicians

(with the exception of Yavlinskii and Kozyrev) is really

loathsome.

Another fact is much more dangerous: the actual foreign policy

of the Primakov government (in essence, as nationalist-

communist as the Belgrade regime) is nothing but an open

betrayal of the Russian national interests. These interests do

not mean turning back to the "cold war" and defending all

criminal regimes on Earth, from Saddam to Miloshevich, or being

in opposition to the whole international community, but an

economical, political and national rebirth of Russia as soon as

possible - a free, democratic, responsible country in a united

family of civilised peoples.

THE RADICAL PARTY SUPPORTS THE NATO OPERATION IN YUGOSLAVIA AND

CLAIMS THE INDICTMENT OF MILOSEVIC

Geneva, March 25. At the 55-th session of the UN Human Rights

Commission the Radical Party supported the NATO operation in

Kosovo and presented an appeal for the democratisation of

Serbia and for the incrimination of the President of the

Federal Republic of Yugoslavia Slobodan Milosevic. Marino

Buzdachin, representative of the Radical Party, declared that

the real causes of the Balkan tragedy were the lack of

democracy and the criminal nature of the nationalist-communist

dictatorship organised like the mafia and widely present in all

power structures in Belgrade. In addition, the RP pointed out

that the immediate incrimination of Slobodan Milosevic by the

International Criminal Court for the crimes against the

humanity was the only effective way to establish the lawful

state in Serbia, Vojvodina, Montenegro and Kosovo.

FOREIGN POLICY OF THE PRIMAKOV GOVERNMENT BETRAYS RUSSIAN

NATIONAL INTERESTS

Moscow, March 25. This was declared by the Russian Co-ordinator

of the Radical Party and Secretary of the ARA Nikolai Khramov.

Khramov supports the NATO military action in Yugoslavia and

resolutely condemns the anti-American and anti-Western hysteria

in Russia. Find Khramov's declaration in the beginning of this

issue.

SPECIAL SITTING OF THE DUMA ON THE SITUATION IN YUGOSLAVIA

Moscow, March 27. In his declaration Nikolai Khramov

characterised the Special Sitting of the State Duma on the

situation in Yugoslavia as "a classical soviet meeting (similar

to that "glorified" by Galich"), an example of "a moving

rallying of fascists, communists and "democrats" on the basis

of the almost forgotten spiteful and demagogic

antiamericanism".

"As for us - radicals, antimilitarists (not pacifists!) -

we side with the victims of the eight years long red-brown

aggression in the Balkans, we side with the NATO and the USA -

as sixty years ago, today it depends on them if the world

manages to stop the man-hating regime. We think that an active,

aggressive non-violence, a real information war against the

totalitarian regimes in Belgrade, Peking, Baghdad (may be,

tomorrow again in Moscow?), the Law and the Right are the most

powerful weapon capable to overthrow the dictatorship regimes

anywhere in the world. However, following Gandhi, today we

reject the cowardly demagogic pacifism of those who prefer an

inaction and a silent complicity to decisive, although violent

actions", - Khramov declared.
