THE DEPUTIES
Moscow, July 29. Another four deputies of the State Duma have
signed the petition "The third millennium without conscription
slavery": Konstantin Borovoi (independent), Yulii Rybakov
(independent), Ol'ga Beklemishcheva ("Yabloko"), Georgii
Sadchikov ("Jabloko").
ARA SECRETARY TAKES PART IN A PIQUET TO COLLECT SIGNATURES
Moscow, July 2. Secretary of the ARA Nikolai Khramov took part
in a piquet, held by the ARA and the Radical Party in Pushkin
square, to collect signatures under the petition "The Third
millennium without conscription slavery".
A PIQUET TO COLLECT SIGNATURES IN TVER'
Tver', July 8. ARA and RP militants have organised a piquet to
collect signatures under the petition "The Third millennium
without conscription slavery" in Tverskoi prospekt (near
"Detskii mir" shop). The piquet went on for one hour: 42
signatures and 32 roubles of contributions have been collected.
THE PETITION CAMPAIGN STARTS IN VLADIMIR
Vladimir, July 14. An organisation meeting and presentation of
the petition campaign "The Third millennium without conscription
slavery", carried out by the Transnational Radical Party and its
Antimilitarist Radical Association (ARA), took place in
Vladimir. ARA Secretary Nikolai Khramov, members of the ARA
Secretariat Alyona Asaeva and Sergei Vorontsov as well as the
leader of the Committee of the Mothers of Soldiers in Vladimir
region Lyudmila Yarilina took part in the meeting. An initiative
group for collecting signatures has been established. It will be
co-ordinated by Lyudmila Yarilina.
Overnight Nikolai Khramov spoke at a 40-minutes direct broadcast
at the cable television channel "Dobroe".
THE COLLECTION OF SIGNATURES STARTS IN TULA
Tula, July 16. In the centre of the city - in Sovetskaya square
near the Museum of Regional Studies - the radicals have places
their table to collect signatures under the petition "The Third
millennium without conscription slavery". In an hour they
managed to collect 35 signatures and 25.70 roubles of
contributions. This was the start of the petition campaign for
the abolition of conscription in Tula region.

MOSCOW, JULY 23:
The Intermunicipal Court Presnenskii will examine one against
the complaint of John Tsaturyan, a conscientious objector,
member of the Radicals Party and of the ARA, against the
decision of the enlistment commission that on April 22, 1997 had
refused to assign him to perform the alternative civilian
service instead of the military service. The previous decision
of the Court Presnenskii of November 17, 1997 (a refusal to
satisfy his complaint against the decision of the enlistment
commission) on January 14, 1997 was protested against by the
vice president of the Supreme Court of the Russian Federation
V.M. Zhuikov in the framework of the Directorate of Public
Prosecutions and was to be examined once against by the same
Court, but a different board of judges.

THE THIRD MILLENNIUM WITHOUT CONSCRIPTION SLAVERY
Petition to the Russian Parliament
for the abolition of conscription and the transition to the
professional recruitment of the Armed Forces
We, the undersigned citizens, appeal to the Federal Assembly of
the Russian Federation, being firmly convicted that the present-
day conscription system for the recruitment of the Armed Forces
is a useless, senseless and harmful anachronism as far as both
the unjustified violation of the rights of the citizens and the
national defence needs are concerned.
We are convinced that Russia needs an entirely professional,
effective and small-numbered Armed Forces that would meet both
the real needs of the national security and the international
co-operation, and the economical possibilities of the country.
Therefore, we call the Russian Parliament:
to abolish the military conscription in peace-time and to
establish an entirely voluntary and professional principle of
recruitment to the Armed Forces by modifying the Military
Service federal law and other relevant laws.
