"THE THIRD MILLENIUM WITHOUT CONSCRIPTION SLAVERY": AN

INITIATIVE GROUP IS ESTABLISHED IN TVER'

Tver', August 12. ARA Secretary Nikolai Khramov and a vice

Secretary of the Association Alyona Asaeva took part in the

regional presentation of the petition campaign "The Third

millennium without conscription slavery". A local initiative

group was established co-ordinated by Pavel Turkevich, co-

president of the Students' Right-Defence Union.

MILITARY COMMISSAR OF OBNINSK ASKS TO BRING A CRIMINAL ACTION

AGANIST DEPUTY TAT'YANA KOTLYAR

Obninsk (Kaluga region), August 13. Military Commissar of

Obninsk colonel Podgurskii asked the City Prosecutor to bring a

criminal action against the deputy of the City Assembly

Tat'yana Kotlyar, vice president of the ARA General Council.

According to Podgurskii, "under the pretext of the right to

perform the alternative civilian service instead of the

military service, calls to evade military

service." The Military Commissar does not like that Tat'yana

Kotlyar "with her activity tries to hurt the work of the city

enlistment commission, to hamper the delivery of the young

generation to the troops. Using her right-defence activity as a

cover, Tat'yana Mikhaylovna systematically corrupts the young

people of the city and of the nearby regions, calling them to

apply for the alternative civilian service".

INITIATIVE GROUP IS ESTABLISHED IN YAROSLAVL'

Yaroslavl', August 17. A regional initiative group for the

petition campaign "The Third millennium without conscription

slavery" was establishes at an assembly of radicals of

Yaroslavl' that took place in the historical Znamenskaya tower.

Nearly 30 persons were present. ARA Secretary Nikolai Khramov,

vice secretary of the Association Alyona Asaeva, president of

the Regional Human Rights Commission Yurii Morkovin, president

of the Yaroslavl' regional Council of Parents of military men

Galina Marchenko spoke at the assembly. An initiative group for

conducting the petition campaign was established, co-ordinated

by Galina Marchenko.

MOTHERS OF SOLDIERS PROTEST AGAINST THE DECISION TO SEND

DRAFTEES TO DAGESTAN

Moscow, August 17. The Association of the Committee of the

Mothers of Soldiers of Russia has distributed an urgent

declaration concerning the information from different Russian

regions that, in breach of the Presidential Decree N 723 of May

16, 1996 the called up soldiers, without their consent, are

being sent to Dagestan. The Association declares that "The

President, the Government and the power ministers of the

Russian Federation have to take urgent measures and publish

official acts in order to determine the territory of the armed

conflict and to deny to send there the military men called to

the colors".

KNOWLEDGE DAY '99: COLLECTION OF SIGNATURES AGANST CONSCRIPTION

IN HIGH SCHOOLS AND UNIVERSITIES

Moscow - Lipetsk - Volgograd, September 1. By initiative of the

ARA a collection of signatures under the petition "The Third

millennium without conscription slavery" among university

students and teachers was organised in three Russian cities. In

Moscow this action was organised near the Russian State

Humanitarian University (Rector - Yurii Afanas'ev). Earlier it

was planned to collect signatures at the Moscow State

University on Lenin Hills, however, the university

administration has banned this action. "Yours is not a temple

of science, but a board of decent life, here it smells bad as

an a police sentry-box" - with these words pronounced by a

character of Chekov ARA Secretary Nikolai Khramov commented the

position of the Rector of the MGU.

THE NEXT VICTIM OF EXPOSIONS IN MOSCOW ARE CIVIL RIGHTS

Moscow, September 14. ARA Secretary Nikolai Khramov comments

the explosions in Gur'yanova street and in Kashirskoe shosse.

"Whoever has organised those explosions, - declares Khramov, -

no doubt, one "positive" result is evident: nobody, including

the "liberals" in the Duma, dared to protest against new

assignations for defence and security; nobody, including the

most "uncompromising" standard-bearers of human rights, dared

to protest against the police round-ups against all Russian

citizens suspicious for officials". "After the unfortunate

people, buried under the ruins of their houses in Pechatniki

and in Kashirskoe shosse, the next victim of these mysterious

explosions are going to be civil rights and freedoms", - warns

the leader of Russian radicals.

Russian regions under the petition "The Third millennium

SEPTEMBER, 16, MOSCOW:

A sitting of the Intermunicipal Court Tushinskii for the

criminal case of Ivan Kovalyov, a member of the ARA, accused of

evading military and alternative civilian service (Art. 328 of

the Russian Criminal Code). In 1998 Kovalyov conscientiously

objected and asked to perform the alternative civilian service

instead of the military service, according to Art. 59.3. of the

Russian Constitution.

The court session starts at 4:30 p.m.

SEPTEMBER 18, MOSCOW:

Radical Assembly of Moscow and Moscow region with participation

of members and adherents of the Radical Party, of the

Antimilitarist Radical Association (ARA) and Club Khramov - an

Association for libertarian reforms.

The Assembly will take place in Sakharov Museum and Public

Centre (Zemlyanoy val, 57-6; Kurskaya or Chkalovskaya metro

stations).

The Assembly starts at 2 p.m., registration of participants

since 1 p.m.

Its agenda includes the petition campaign "The Third millennium

without conscription slavery", the discussion of recent events

in Moscow and the risk that civil freedoms may be suffocated

and a police regime may be established in Russia.
