SERGEI KIRIENKO JOINS THE RADICAL PETITION
Moscow, September 4. Militants of the Radical Party and of the
ARA took part in the Non-Official Moscow festival, organised by
the public movement "Moscow Alternative" of Sergei Kirienko. A
table for collecting signatures and an information stand of
radicals were placed in Triumfal'naya square. During the
meeting Nikolai Khramov, Russian co-ordinator of the
Transnational Radical Party and ARA Secretary, also took the
floor. At this action the radicals managed to collect 484
signatures under the petition "The Third millennium without
conscription slavery" and 140.80 roubles of contributions. The
leader of the "New Force" movement Sergei Kirienko has also
signed the radical petition.
NIKOLAI KHRAMOV MEETS THE ELECTORS IN THE 25-TH DISTRICT
Moscow, September 7-10. ARA Secretary Nikolai Khramov took part
in a series of street tables, organised by the radicals to
collect signatures under the petition "The Third millennium
without conscription slavery" - near Leninskii Prospekt,
Profsoyuznaya, Akademicheskaya and Universitet metro stations.
These metro stations are situated in the territory of the
electoral district 25 for the elections to the Moscow City Duma
(Nikolai Khramov took part in these elections in December
1997). In 3 days Khramov met more than 700 electors of this
district; they joined the radical petition for the abolition of
conscription.
THE ASSEMBLY OF RADICALS OF MOSCOW CONFIRMS THE NEXT RADICAL
OBJECTIVE: 50 000 SIGNATURES OF RUSSIAN CITIZENS FOR THE ABOLITION OF CONSCRIPTION
Moscow, September 18. The Assembly of radicals of Moscow and
Moscow region has adopted its final document confirming the
main objective of the radical campaign: to collect by the end
of January 2000 50 000 signatures of Russian citizens under the
petition to the next Duma. The petition calls to abolish the
universal military service and to pass to a professional army.
About 80 people took part in the Assembly - members of the
Radical Party, of the ARA, of Club Khramov and militants taking
an active part in "The Third millennium without conscription
slavery" campaign. The participants in the Assembly also
supported Sergei Kirienko as a candidate for mayor of Moscow.

THE COURT OF DOMODEDOVO REJECTS THE COMPLAINT OF A
CONSCIENTIOUS OBJECTOR
Domodedovo (Moscow region), September 24. The Regional Court
Domodedovskii has examined the complaint lodged by Evghenii
Bashkov against the enlistment commission of the Military
Commissariat of Domodedovo. Evghenii asked to revoke the
decision to call him up and to assign him to perform the
alternative civilian service. Judge Igor' Kubyshkin decided to
reject his complaint. Orally the judge recognised the right of
the draftee to perform the alternative civilian service,
however, his decision was negative.
ANTIFASHIST YOUTH ACTION PROTESTS AGANIST THE SECOND CHECHEN
WAR
Moscow, October 1. Militants of the Antifascist Youth Action
(AYA) have organised an action of protest against the second
Chechen war and for a professional army at the Ministry of
Defence. Their action was timed to the start of the autumn
enlistment campaign. Although the AYA has informed the
authorities about their action, according to the legislation,
the territory administration "Arbat" has banned it, referring
to the decree of Luzhkov on the "special state" of the capital
because of the acts of terror. That is why instead of the
meeting at the Ministry of Defence the militants of the YAY
could only distribute antimilitarist leaflets and hold a press-
conference of their leader Petr Kaznacheev.

67 Russian regions under the petition "The Third millennium

OF THE RADICAL ASSEMBLY OF MOSCOW AND MOSCOW REGION
Approved with 28 votes "for", 2 "against" and 3 abstentions.
We, the participants of the Radical Assembly of Moscow and
Moscow region, members of the Transnational Radical Party, of
the Antimilitarist Radical Association (ARA) and Club Khramov -
an Association for Libertarian Reforms; citizens who support
the radical struggle for freedom, civil rights, law-abiding
state, for the Right to Life and the Life of the Right,
united in Moscow on September 18, 1999,
consider that in the next few months the political and
organisational priority should belong to the petition campaign
"The Third millennium without conscription slavery" and confirm
its object: to collect 50.000 signatures of Russian citizens
under the petition for the abolition of conscription and the
professional army by January 2000.
We appeal to all people who support the abolition of the
conscription slavery in Russia to join our activity for
collecting signatures under this petition.
We are glad to stress the political and moral support
manifested to the campaign "The Third millennium without
conscription slavery" by Sergei Kirienko. We appeal to "New
Force" and "Moscow Alternative" movements, led by Kirienko, and
call them to collaborate; we also approve the decision of
Sergei Kirienko to run for Moscow mayor.
We also invite to collaborate all democratic and liberal forces
in our country.
As far as the present-day political situation is concerned, we
are worried by the fact that civil rights and freedoms are to
become the next victim of explosions in Moscow. We consider it
necessary to unite all democratic and liberal forces in Russia
in order to resist to the fast establishment of an openly
police regime in our country.
We also disapprove recent legislation initiatives of Moscow
mayor Luzhkov for the introduction of criminal penalty for drug
consumption and of death penalty for drug distribution. We
would like to draw the attention to the necessity of launching
once again and developing antiprohibitionist initiatives in
Russia.
We appeal to everybody who would like to help the success of
our campaign "The Third millennium without conscription
slavery" and of other radical initiatives in defence of
freedom, of the Right to Life and the Life of Right, to join
the Transnational Radical Party and the Antimilitarist Radical
Association in 1999 in order to provide both the success of our
initiatives and the future existence of the Party and the ARA
that are still at risk.
