ITALY DECRIMINALIZES PERSONAL DRUG USE.
Rome - Italy decriminalized the personal use of drugs yesterday, admitting the failure of his tough drug law, which filled Italian prisons with addicts and did little to reduce consumption.
The cabinet approved the new drug legislation, which had been proposed by Prime Minister Giuliano Amato to reduce prison overcrowding.
The new law requires administrative sanctions instead of prison terms for users of drugs such as heroin, cocaine and cannabis. These sanctions include the revocation of driver's licenses, gun permits and passports.
Anyone found with a quantity of drugs three times more than what is considered an average amount for personal consumption is charged as a drug trafficker, according to the law. The cabinet's action repeals 1990 legislation that had made the personal use of drugs a crime.
