The European cities on Drug Policy (ECDP) are the cities that signed the "Frankfurt Resolution". The ECDP aims the promoting strategies on local drug policy on a European basis.
One of the major tasks of the Ecdp is the exchange of experience, information, experts and data and the cooperation between European cities in the field of policy, healt and social affairs, drug coordination and police.
The ECDP seeks cooperation on the basis of the "Frankfurt Resolution" and experience exchange in the field of drug policy with cities, regions, national governments and european and international bodies.

On the occasion of the 1st Conference: "European Cities at the Centre of Illegal Trade in Drugs" that was held in Frankfurt am Main in November 1990, the "Frankfurt Resolution" was passed by the participiants and signed by the following cities:

The conference in Frankfurt am Main was supported financially by the Commission of the European Communities and by the Healthy Cities Project Frankfurt am Main of the World Health Organisation.

A meeting of drug coordinators was held in Frankfurt am Main. On this occasion experiences with different drug related topics were discussed. The establishment of an executive board and of a coordination bureau located in Frankfurt am Main were decided.

The executive board gathered in Frankfurt am Main and decided to build a formal structure to organise the 3rd Cities conference: the European Cities on Drug Policy (ECDP). The drug coordinators of Amsterdam and Frankfurt am Main will act for this group. The Drogenreferat der Stadt Frankfurt am Main acts as a coordination bureau.

On November 5, a delegation of official representatives of the ECDP cities had a meeting with representatives from the Conseil des Communes et Région d'Europe in Brussels. On this occasione an agreement was made that the CCRE will support and promote the aims of the ECDP especially towards the European Community.
The 3rd Conference: "European Cities Toward a New Drug Policy" was held in Bologna from November 18th to 20th 1992 in connection with the "European Drug Week". To this conference, more cities from eastern and southern European contries were invited.
The following cities signed the "Frankfurt Resolution":
Basel (CH) * Charleroi (B) * Ljubljana (SL) * Luzern (CH) * Venlo (NL) * Zagreb (CR)
One of the major tasks of this conference was the dialogue with the cities in Southern Europe and the exchange of experience on approaches towards a new and efficient drug policy on the city level.
Representatives of approx. 58 cities from 14 European contries participated at the conference.
The representatives of the following cities and regions follow the aims and intentions of the "Frankfurt Resolution" with interest and have joined the network of the ECDP on the occasion of the Bologna-conference for cooperation and continuous exchange of information and experience:

The "Internationel Conference on the Reduction of Drug Related Harm" was held in Rotterdam (Netherlands) from March 14th to 18th.
The meeting was attended by about 600 drug axperts and organisation from all over the world, including for the first time several representatives from the US.
Mr. Kurt Schmoke, mayor of Baltimore, Maryland, announced that he's willing to sign the "Frankfurt Resolution" at the upcoming "Transatlantic Cities Conference on the Harm Reduction Policy" (Baltimore, November 16-17, 1993).

Mr. Duefel Stradtrat, Head of the Health and Social Department of the city of Hannover (D), signed the "Franfkfurt Resolution" during the ECDP_coordinators meeting in Hamburg on May 10th.

Mr. Ed Giacomelli, UN Executive Director and Deputy General Secretary, met with Andreas von Schoeler, mayor of the city of Frankfurt, and with spokesperson of the ECDP. At the end of an interesting discussion, Mr. Giacomelli invited representatives of the city of Frankfurt as well as of the ECDP to attend the next "Cities World Conference" in Macao (November 3 1993).

A delegation of the ECDP Coordination Bureau will visit the US. Press conference and meetings with representatives of the US Senate, Congress and Government are scheduled - as well as with mayors, city officials and police chiefs of several US cities, in order to exchange information on the harm reduction policy.

Several representatives of the European cities and organisation of the ECDP network will attend the "7th International Conference of the Drug Policy Foundation" (Washington, November 17-20) and its results will be presented and discussed at the 4th Conference: "European Cities on Drug Policy", in Hamburg, November 30-December 2, 1993.
