Chapter I

MATTERS CALLING FOR ACTION BY THE ECONOMIC AND

SOCIAL COUNCIL OR BROUGHT TO ITS ATTENTION

A. Matters calling for action by the Economic and Social Council

1. The Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly on international drug control, recommends to the Economic and Social Council the adoption of the following draft decisions:

DRAFT DECISION I

Dates for the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities

The Economic and Social Council recommends to the General Assembly that the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities be held from 8 to 10 June 1998.

DRAFT DECISION II

Report of the Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities, on its first session, and Provisional agenda for the second session

The Economic and Social Council:

(a) Takes note of the report of the Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities, on its first session;

(b) Approves the provisional agenda for the second session set out below.

Provisional agenda for the second session of the commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly devoted to the fight against the illicit Production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities

1. Adoption of the agenda and organizational matters.

2. Preparations for the special session of the General Assembly to consider the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities and to propose new strategies, methods, practical activities and specific measures to strengthen international cooperation in addressing the problem of drug abuse and illicit

trafficking:

(a) Consideration of the draft provisional agenda of the special session of the General Assembly;

(b) Consideration of the reports of the informal inter-sessional meetings of the Commission, acting as preparatory body for the special session of the General Assembly on international drug control;

(c) Consideration of elements for inclusion in a draft political declaration;

(d) Consideration of the draft declaration on the guiding principles of demand reduction;

(e) Consideration of any other proposals to be submitted to the special session in accordance with the objectives set out in General Assembly resolution 51/64;

(f) Review of international drug control regime: strengthening United Nations machinery for drug control;

(g) Other matters.

3. Adoption of the report of the preparatory body on its second session.

B. Matters brought to the attention of the Council

2. The following decision, adopted by the Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly on international drug control, is brought to the attention of the Council:

The Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly on international drug control, decides to hold informal open-ended inter-sessional meetings from 7 to 9 July 1997, from 7 to 9 October 1997 and on 5 December 1997.

PREPARATIONS FOR THE SPECIAL SESSION OF THE GENERAL ASSEMBLY TO CONSIDER THE FIGHT AGAINST THE ILLICIT PRODUCTION, SALE, DEMAND, TRAFFIC AND DISTRIBUTION OF NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES AND RELATED ACTIVITIES AND TO PROPOSE NEW STRATEGIES, METHODS, PRACTICAL ACTIVITIES AND SPECIFIC MEASURES TO STRENGTHEN INTERNATIONAL COOPERATION IN ADDRESSING THE PROBLEM OF DRUG ABUSE AND ILLICIT TRAFFICKING

A. General consideration

3. At its 2nd to 4th meetings, on 26 and 27 March 1997, the Commission on Narcotic Drugs, acting as the preparatory body for the special session of the

General Assembly on international drug controls considered the question of preparations for the special session (agenda item 3). For the consideration of the item, the Commission had before it the following documents:

(a) Report of the Executive Director on procedural issues to be considered in preparation for the special session of the General Assembly (E/CN.7/1997/PC.2);

(b) Report of the Executive Director on substantive issues to be considered in preparation for the special session of the General Assembly (E/CN.7/1997/PC.3);

(c) Note by the secretariat containing elements for possible inclusion in the draft provisional agenda for the special session of the General Assembly (E/CN.7/1997/PC/L.2);

(d) Submission by the Government of Mexico entitled "Draft declaration on money laundering" (E/CN.7/1997/PC/CRP.1);

(e) Submission by the Government of Mexico entitled "Draft declaration on control of chemical precursors" (EICN . 7/1997/PC/CRP.2).

4. At the 2nd meeting, on 26 March, the representative of Mexico introduced a draft declaration on money laundering (E/CN.7/1977/PC/CRP.1) and a draft declaration on the control of chemical precursors (E/CN.7/1997/PC/CRP.2), which were submitted by his delegation in order to encourage an exchange of views on the subjects covered for possible further action in preparation for the special

session of the General Assembly.

B. Action taken by the commission, acting as the preparatory body for the special session of the General Assembly on international drug control

Dates for the special session

5. At its 3rd meeting, on 27 March, the Commission, acting as preparatory body, decided to recommend to the General Assembly, through the Economic and Social Council, that the special session of the General Assembly be held from 8 to 10 June 1998 (see chap. I, sect. A, draft decision I).

Participation of non-governmental organizations in the special session

6. At its 1st meeting, on 26 March, the Commission agreed to postpone consideration of the question of the participation of non-governmental organizations in the special session of the General Assembly on international drug control, pending the outcome of the consultations that were being held by the President of the General Assembly on the question of the participation of non-governmental organizations in the special session of the General Assembly on the overall review and appraisal of the implementation of Agenda 21.

Draft Provisional agenda for the special session

7. At its 3rd and 4th meetings, on 26 and 27 March, the Commission considered the question of the draft provisional agenda for the special session of the General Assembly; it had before it a note by the secretariat containing elements for possible inclusion in the draft provisional agenda (E/CN.7/1997/PC/L.2).

S. At its 4th meeting, the Commission had before it an informal paper containing a revised version of document E/CN.7/1997/PC/L.2, based on comments made by delegations at the 3rd meeting.

9. The Commission then took note of the elements for further consideration and possible inclusion in the provisional agenda for the special session, as orally amended during the discussion at its 4th meeting, which are contained in the annex.

-Informal open-ended inter-sessional meetings

10. At its 3rd and 4th meetings, the-Commission on Narcotic Drugs, acting as preparatory body, considered the question of holding informal open-ended inter-sessional meetings in preparation for its second session on the proposed dates of 7 to 9 July 1997; 7 to 9 October 1997; and 5 December 1997, immediately following the resumed fortieth session of the Commission in its normal capacity, to be held on 3 and 4 December 1997.

ii. At the 4th meeting, the Deputy Executive Director of the United Nations International Drug Control Programme advised the Commission that Conference Service Vienna had confirmed that the costs of holding international meetings from 7 to 9 July 1997 and 7 to 9 October 1997 would be absorbed by the United Nations Secretariat since permanent interpretation services would be available

on those dates, and that the estimated additional costs for a meeting on 5 December 1997 would be minimal.

12. At the same meeting, the Commission decided to hold informal open-ended inter-sessional meetings from 7 to 9 July 1997, from 7 to 9 October 1997 and on 5 December 1997 (see chap. I, sect. B).

Issues to be considered during the preparatory process for the special session

13. At its 4th meeting, following a discussion based on a proposal of the Chairman, the Commission agreed that the following issues would be considered during the preparatory process for the special session:

1. Reaffirmation of the political commitment of Governments for international drug control.

2. Demand reduction: adoption of the guiding principles on demand reduction and proposals for implementation.

Strategic measures:

3. (a) Measures to counter illicit manufacture of, traffic in and abuse of stimulants;

(b) Measures to enhance the control/monitoring of precursors frequently used in the manufacture of illicit drugs;

(c) Measures to promote judicial cooperation;

(d) Measures to counter money-laundering;

(e) Eradication of illicit crops and alternative development.

Chapter III

PROVISIONAL AGENDA FOR THE SECOND SESSION OF THE COMMISSION, ACTING AS THE PREPARATORY BODY FOR THE SPECIAL SESSION OF THE GENERAL ASSEMBLY ON INTERNATIONAL DRUG CONTROL

14. At the 3rd and 4th meetings, on 27 March, the Commission, acting as the preparatory body for the special session of the General Assembly on international drug control, had before it an informal paper containing the draft provisional agenda for its second session.

15. Following a discussion, the Commission, at its 4th meeting, recommended to the Economic and Social Council the approval of a draft provisional agenda for its second session (see chap. I, sect. A, draft decision II).

Chapter IV

ADOPTION OF THE REPORT OF THE COMISSION, ACTING AS PREPARATORY BODY FOR THE SPECIAL SESSION OF THE GENERAL ASSEMBLY ON INTERNATIONAL DRUG CONTROL, ON ITS FIRST SESSION

16. At the 4th meeting, on 27 March, the Vice-Chairman-cum-Rapporteur introduced and orally revised the draft report of the Commission, acting as preparatory body for the special session of the General Assembly on international drug control, on its first session (E/CN.7/1997/PC/L.1).

17. At the same meeting, the Commission adopted the draft report as introduced by the Rapporteur, and authorized him to finalize it by incorporating therein the proceedings of its most recent meetings.

Chapter V

ORGANIZATION OF THE SESSION

A. opening and duration of the session

18. The Commission on Narcotic Drugs, acting as the preparatory body for the special session of the General Assembly devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities, held its first session on 26 and 27 March 1997 at Vienna. The Commission held 4 meetings (lst to 4th).

19. The session was opened by the Executive Director of the United Nations International Drug Control Programme, who made an introductory statement.

B. Attendance

20. As decided by the General Assembly in its resolution 51/64, section IV, the deliberations of the Commission, acting as preparatory body, were open-ended, allowing for full participation of all States Members of the United Nations and of specialized agencies and observers, in accordance with established practice.

21. The following States Members of the United Nations were represented:

23. The Crime Prevention and Criminal Justice Division of the United Nations

Secretariat was represented.

Narcotics Control Board, United Nations Children's Fund, United Nations

Development Programme and United Nations International Drug Control Programme.

26. The following specialized agencies were represented: International Labour organization, Food and Agriculture Organization of the United Nations, United Nations Educational, Scientific and Cultural Organization, World Health organization and United Nations Industrial Development Organization.

27. The following intergovernmental organizations sent observers: Colombo Plan Secretariat, Council of Arab ministers of the Interior, European Community, Europol Drugs Unit, League of Arab States, Organization of American States, Southern African Development Community, South Pacific Forum Secretariat and World Customs Organization.

28. The International Criminal Police Organization, an organization having a special arrangement with the Economic and Social Council, was represented.

29. The following non-governmental organizations in consultative status with the Economic and Social Council were represented:

30. At its 1st and 2nd meetings, on 26 March 1997, the Commission, acting as preparatory body, elected the following officers by acclamation:

31. At its meeting, on 26 March 1997, the Commission, acting as preparatory body, adopted the provisional agenda (E/CN.7/1997/PC.1), with the addition of items 4 and 5. The agenda was as follows:

1. Election of officers.

2. Adoption of the agenda and other organization matters.

3. Preparations for the special session of the General Assembly to consider the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances and related activities and to propose new strategies methods, practical activities and specific measures to strengthen international cooperation in addressing the problem of drug abuse and illicit trafficking.

4. Adoption of the agenda for the second session of the Commission, acting as preparatory body.

5. Adoption of the report of the Commission, acting as preparatory body, on its first session.
