Russia: Club Khramov registered in Moscow

DEPARTMENT OF JUSTICE OF THE CITY OF MOSCOW HAS REGISTERED OFFICIALLY CLUB KHRAMOV - ASSOCIATION FOR LIBERTARIAN REFORMS

Moscow, November 25, 1998.

Certificate N 10041 about the state registration of regional political public organization "Club Khramov - Association for Libertarian Reforms" was handed today in the Department of justice of City of Moscow to Nikolaj Khramov, president of the Club, Kirill Shulika, member of Directory Board of the Club.

Statement of Nikolaj Khramov:

``Registration of this new political organization represents a not ordinary event. We had to carry out and to win a real battle against with apparatus of the Moscow department of justice, the battle for the right on existence for the first political organization of fighters for libertarian reforms in Russia, for an organization, which, in turn, is built itself on libertarian principles.

First, our organization is the first organization in Russia, in whose name the word "libertarian" is present.

Secondly, the Statute of the Club is the first statute of a political organization in our country, where is written black on white, that "no citizen can be refused in becoming member of the Club, if he/she has paid the annual membership fee" and that "member of the Club can not be excluded from the Club as only after his/her personal written application".

In third, the Statute of the Club is the unique statute of a political organization in Russia providing automatic ceasing of membership at the end of year and its renewal after payment of membership fee for the next year. By other words, the matter is about an "annual" organization not having among its members "dead souls", a political organization which exists only so long as the citizens support by their enrollment its activity, its concrete campaigns and initiatives.

Our next "formal and legal" task is the prompt registration in the ministry of justice of the all-Russian political organization of fighters for libertarian reforms, for what the documentary registration of similar clubs still minimum in 44 subjects of Russian Federation is necessary.

Speaking about concrete political priorities of our organization, on all visibility, in a near future we shall develop as those two "directions of the main impact": beginning - together with Transnational Radical Party and Antimilitarist Radical Association (ARA) - of the national wide campaign for abolishing conscription and transition to the professional army, as well as - together with Radical Party - struggle against criminal policy of prohibitionism on drugs.

As to the second direction, we plan, in particular, on "the Moscow front" in a near future to launch concrete initiative addressed to government of Moscow and Moscow City Duma and having as its goal transferring to Moscow the successful four-years Swiss experiment on controlled distribution of heroin among drug addicts.

As to our place in today's Russian political spectrum, it is obvious: we are resolute supporters of unification of all democratic, liberal forces of our country, certainly including both "Jabloko", and DVR, as well as all other liberal parties, movement and organizations. We mean this unification not only in the framework of forthcoming elections, but also within the framework of concrete political initiatives (starting from abolishing of conscription slavery), which are till now awaited from democrats - and, alas, unsuccessfully - by millions of Russian citizens.''
