EU-Morocco fish talks collapse BRUSSELS, Aug 28 (Reuter) - The European Union's fisheries
commissioner, Emma Bonino, said on Monday talks with Morocco on
a new fishing accord had collapsed and she would propose that
the EU review its relations with Rabat.
She told reporters that Morocco had rejected the European
Commission's final offer on an agreement to allow mainly Spanish
boats to return to Moroccan waters.
"I don't have other gestures to make," Bonino said.
The Commission proposed on Sunday that EU catches of octopus
and squid -- one of the key issues of an accord -- be cut by 25
percent over three years instead of 21 percent.
Morocco has demanded a 65 percent cut.
The Commission also wanted Morocco to agree to start
drafting language on fishing controls and technical aspects
where the two sides had made progress.
Bonino said she found it unacceptable that Morocco was still
refusing to put anything in writing.
"I am going to ... propose to the (Commission) that it make
a full examination of relations between the EU and Morocco," she
said.
The EU is now negotiating a trade and cooperation accord
with Morocco.
Bonino said she would also explore ways to mobilise funds to
aid Spanish and Portuguese fishermen affected by the absence of
an accord.
The EU and Morocco have made five previous attempts to agree
a new fish accord, with the most recent round lasting five
months.
