EU rejects Portugal attack on Morocco fish talks

BRUSSELS, Nov 7 (Reuter) - European Union Fisheries Commissioner Emma Bonino said on Tuesday she was amazed at an accusation by Portugal's new Foreign Minister Jaime Gama of "free-wheeling" in fisheries talks with Morocco.

Gama told the Portuguese parliament on Monday that the European Commission "tends to negotiate free-wheel and to substitute itself in the role of political organs that represent sovereign states."

"I am frankly astonished," Bonino told an impromptu news briefing, noting that the Commission, which negotiates for the 15-nation EU bloc, had been in almost daily contact with Portugal and other member states.

Portugal is irritated by a Commission offer to abolish tariffs on imports of canned Moroccan sardines by 1988 which it fears will devastate the Portuguese fish processing industry.

Bonino noted that the offer was made during separate negotiations with Morocco for a trade and cooperation accord and claimed that the fisheries pact would protect the Portuguese fishing industry.

Several other member states, including Germany, Belgium and the Netherlands, are also unhappy with plans in the trade accord to import more Moroccan farm products, notably flowers and tomatoes.

A special meeting of EU foreign ministers will be held on Friday to try and break the deadlock. Otherwise Morocco is unlikely to initial a new four-year fisheries deal with the EU.

The deal is especially important for Spain, where some 650 fishing vessels have been tied up in port since Morocco scrapped a previous accord at the end of April. Around 50 Portuguese boats have also been affected.

Commissioner Bonino is concerned that the attack by Gama, who took office last month after the centre-left Socialists won a general election ending a decade of rule by the centre-right Social Democrats, may torpedo the Moroccan fisheries deal.
