BRUSSELS, Feb 16 (Reuter) - European Humanitarian Aid Commissioner Emma Bonino warned on Friday against ill-prepared attempts to forcibly repatriate Rwandan refugees from Zaire, saying it could result in violence and abuse of human rights. "This region and its people have seen enough violence and suffering," Bonino said in a statement after meeting the Prime Minister of Burundi, Antoine Nduwayo, and the Minister for Rehabilitation of Rwanda, Patrick Mazimpaka. Zairean troops ringed a second Rwandan refugee camp in eastern Zaire on Friday, stepping up pressure on one million refugees to go home wheremany fear reprisals for their role in a 1994 genocide. The refugees are from the Hutu majority and fled Rwanda during civil war in which up to a million Tutsis and Hutu moderates were slaughtered by Hutu troops, militiamen and mobs. "There can be no other solution to the humanitarian crisis than national reconciliation, rebuilding of socio-economic structures, and a comprehensive political settlement involving all
the countries in the region," Bonino added. Bonino expressed concern about violent incidents involving aid workers in Burundi and the expulsion of several independent aid organisations from Rwanda.
