A CLOSER LOOK: Consumer Affairs Commissioner Emma Bonino visits the U.S. and concludes that the EU cannot-and probably should not-create a European version of the Food and Drug Administration. As part of her effort to strengthen the commission's consumer protection unit, particularly on questions of food safety, Ms. Bonino takes a close look at the American agency. But she finds that its enormous size and its very different powers from the commission make duplication impossible. "The FDA may be a source of inspiration, but it is certainly not the miraculous recipe that can solve all our problems," a commission spokesman says.
