islamabad, the head of the un special mission for afghanistan dr. norbert holl and the european commissioner for human rights ms. emma bonino met on 29 september 1997 evening. they had an extensive exchange of views on the incident which lead to the temporary arrest of ms. bonino and her delegation by the authorities in kabul. the head of unsma expresses his deep regret at the incident jeopardizing a personality enjoying diplomatic immunity and representing the european union. ms. bonino came to afghanistan on purely humanitanian grounds in order to collect first hand information on the economic, social and human rights situation in afghanistan, including the situation of women. it may be noteworthy that the european community and its member states are the largest donors to afghanistan. the temporary arrest of ms. bonino and the treatment which she had to endure has unfortunately complicated the relationship between the taliban authorities and the european community. the head of unsma has pledged his full su
