Dear Friends,

Last week we received a copy of TRANSNATIONAL for May, 1994, sent from your New York office. I am glad to learn of your work.

Since you speak of constitutional world law, I suppose you would be in favor of a Federal World Government functioning under a World Constitution which provides for a fairly representative World Parliament to adopt the world laws.

But I am puzzled that you do not mention this. How could you have "world law" fitting for people to abide by, unless the people have the opportunity guaranteed under a Constitution for World Government to elect at least one house or chamber of the World Parliament to adopt such "world law" ?

How could you have any kind of world courts unless functioning under that same world constitution, and responsible thereby to the same set of worlds laws -- the Constitution and the laws adopted to the Legislature or Parliament ? Otherwise you have an arbitrary system dependent on the benevolence of irresponsible power.

We have been working for a responsible and democratically organized world federation, to function under a well designed world constitution, for the past 35 years, and by much travail in several sessions of a World Constituent Assembly and Provisional World Parliament are able now to offer the CONSTITUTION FOR THE FEDERATION OF EARTH for general ratification and implementation, coming into operation by the stages defined in Article XVIII. I enclose copy, and other relevant information.

Should this be in line with what you also want, we invite you and the several branches of Transnational Radical Party to join the 350-plus other non-governmental organizations from 75 countries in the Global Ratification and Elections Network, to achieve the speedy ratification of the Constitution for the Federation of Earth, and implementation accordingly.

The next session of the Provisional World Parliament will be in 1996 where radical action will be taken. Will you join to make this globally successful ?
