A document has been adopted which will in the future make legislation in the Commonwealth of Independent States more uniform. The document was passed by a session of the Inter-Parliamentary Assembly (IPA), which met on October 28-29 in St. Petersburg.
The first part of the Civil Code, which was prepared by legal experts, was approved by all the parliamentary delegations and, if the legislatures of the CIS countries desire, will become a model for the adoption of corresponding laws in those countries.
According to Vadim Gustov, Head of the Committee for CIS Affairs of the Federation Council, the work of the IPA has moved into a new level of quality, and they are nearing the key goal of their activity - the formation of a legal basis of integration processes.
Indeed, all the agreements and treaties adopted at CIS summits may work only if they are supported by corresponding laws of the member-countries. However, all of the IPA's attempts in this direction had no practical results: MPs in St. Petersburg met in one session, while presidents and heads of executive power met entirely separately.
The Assembly sees the solution of the problem in adopting new "rules of the game," whereby the IPA and CIS bodies.
