Dear Mr Alexandr,

With a great interest have I received the information about the First International Congress "Hands Off Cain" that will be held in Rome on December 15-17 of 1995.

Unfortunately, because of a hard working schedule I will not be able to participate the Congress.

The question of moratorium on death penalties and supplements of Universal Declaration of Human Rights, that should include the new principle: a right not to be killed by a sentence or other juridical act, are of a certain interest. In view of the importance of the problem, I address you with a request to inform me about discussions of mentioned problem.
