MORATORIUM ON CARRYING OUT DEATH PENALTY PUNISHMENTS
The present law is adopted according to Article 20 of the Constitution of the Russian Federation and to the international obligations carried out by the Russian Federation.
Article 1. A moratorium on carrying out death penalty punishments is established since the day the present Federal law comes into force.
Article 2. In the Russian Federation death penalty punishments are not to be carried out within three years since the day the present Federal law comes into force.
Article 3. The persons condemned to death who the President of the Russian Federation refused a pardon are to be kept in reformatory colonies of special regime.
Article 4. After the expiry of the moratorium on carrying out death penalty punishments the condemned has the right to apply for pardon once again; the President of the Russian Federation examines his application in accordance with the procedure established by the law.
Article 5. The present Federal law comes into force since the day of its official promulgation.
