On February 26, 1999 the time expires for Russian Federation to ratify the Sixth Facultative Protocol to European Convention on Human Rights about abolition of death penalty. This obligation has been taken by Russia on itself three years ago while entering the Council of Europe.
Now it's time for members of the State Duma to decide: either to ratify the Sixth Protocol and abolish death penalty de jure, or present this country as a gross liar and be at risk of expelling from Parliamentary Assembly of Council of Europe (PACE).
From now, every plenary day (each Wednesday and Friday) till the February 26, Radicals are at silent watch in front of the State Duma's main entrance (Okhotny Ryad 1) to stress for Duma members the simple alternative: DEATH PENALTY or COUNCIL OF EUROPE? It's time to choose!
Each time the big figures will show to deputies harrying to the plenary hall, how many days yet remains till the crucial point.
