Meanwhile, with every new wave of refugees flooding out of Kosovo, the West is falling further into a humanitarian trap. The preoccupation of the international community with the massive refugee crisis on the borders of Kosovo risks "humanitarianising" a crisis whose root causes are entirely political. This outcome suits Milosevic perfectly since it deflects attention away from the pursuit of his political objectives.

The only way to stop Milosevic now is for NATO to take Kosovo by force. Tosevic and other regime officials should be frozen. All available evidence to support Milosevic's prosecution on charges of war crimes should be handed over to the International Criminal Tribunal for the Former Yugoslavia.
