International Development Strategy for the Third United Nations Development Decade

The Economic and Social Council,

Recalling that the Declaration on Social Progress and Development, contained in General Assembly resolution 2542 (XXIV) of 11 December 1969, emphasized the interdependence of economic and social development in the wider process of growth and change, as well as the importance of a strategy of integrated development which takes full account at all stages of its social aspects,

Recalling further that the International Development Strategy for the Third United Nations Development Decade called, inter alia, for the elimination of hunger and malnutrition, the achievement of full employment by the year 2000, health for all by the year 2000, appropriate population policies, the reduction of the infant mortality rate, the availability of safe water and adequate sanitary facilities by 1990, the attainment of a life expectancy of 60 years as a minimum by the year 2000, universal primary school enrolment by the year 2000 and the securing of the full participation of women in all sectors and at all levels of the development process,

1. Invites the Committee on the Review and Appraisal of the Implementation of the International Development Strategy for the Third United Nations Development Decade, established by the General Assembly in its resolution 37/202 of 20 December 1982, to carry out that review and appraisal and to examine fully the progress made towards the achievement of the social goals and objectives of the Strategy;

2. Invites Governments to examine ways and means of adjusting, intensifying or reformulating policy measures for achieving the social goals and objectives of the International Development Strategy;

3. Requests the Committee for Development Planning to give due attention to the social goals and objectives of the International Development Strategy, as well as to both economic and social policy measures designed to achieve the continuous raising of the material and spiritual standards of living of all members of society;

4. Requests the Secretary-General, in preparing the report requested by the General Assembly in resolution 37/202 for submission to the Committee on the Review and Appraisal of the Strategy, to ensure full consideration of the social aspects of development, including measures for future action, and to report on the results of the review and appraisal to the Commission for Social Development at its twenty-ninth session.
