Transport and Communications Decade in Africa
The Economic and Social Council,
Recalling resolution 291(XIII), adopted on 26 February 1977 by the Conference of Ministers of the Economic Commission for Africa, Council resolution 2097(LXIII) of 29 July 1977 and General Assembly resolution 32/160 of 19 December 1977, by which the Assembly proclaimed a Transport and Communications Decade in Africa during the years 1978-1988,
Recalling also resolutions 435(XVII) and 464(XVIII), adopted on 30 April 1982 and 2 May 1983 by the Conference of Ministers of the Economic Commission for Africa,
Referring to Council resolution 1982/54 of 29 July 1982 and General Assembly resolutions 37/140 of 17 December 1982 and 38/150 of 19 December 1983,
Considering that the programme for the Decade requires regular adjustment throughout the Decade,
Noting with satisfaction the efforts made by the Executive Secretary of the Economic Commission for Africa in the preparation of the plan of action for the second phase (1984-1988) of the Decade and the approval of that plan of action by the Conference of African Ministers of Transport, Communications and Planning at its fourth meeting, held at Conakry from 7 to 11 February 1984,
Noting with satisfaction also that the Secretary-General has provided funds for the preparation and organization of the four consultative technical meetings to be held during the second phase of the Decade,
Aware of the report of the Executive Secretary on the implementation of the plan of action for the first phase (1980-1983) of the Decade and the approved plan of action for the second phase (1984-1988),
Considering that the Conference of Ministers of the Economic Commission for Africa has endorsed the plan of action for the second phase of the Decade with regard to the transport and communications routes accorded priority in the Lagos Plan of Action for the Implementation of the Monrovia Strategy for the Economic Development of Africa and the Final Act of Lagos,
1. Expresses its appreciation to the Secretary-General for the financial support he has provided for the organization of the consultative technical meetings and the preparations for the second phase of the Transport and Communications Decade in Africa;
2. Requests the Secretary-General to make every effort to secure and provide to the Economic Commission for Africa the additional resources needed for the implementation of the activities requested by the General Assembly in paragraph 9 of its resolution 38/150;
3. Further requests the Secretary-General to make available to the Economic Commission for Africa, within existing resources, sufficient financial resources to enable it to ensure the preparation of relevant financing documents and the prompt follow-up of the interest expressed by donors and financial institutions during consultative technical meetings in financing projects for the Decade.
